Recently, the 2025 Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Cultural Industry Investment Conference (Guangdong·Guangzhou) (hereinafter referred to as the “GBA Cultural Investment Conference”) was held at the Huangpu International Conference Center in Guangzhou.

The policy support is unprecedented: for cultural and tourism projects with a fixed asset investment of over 50 million yuan, the maximum reward is 20 million yuan; special support is launched for emerging formats such as micro-short dramas, e-sports, and trendy IPs. For micro-short drama shooting bases with a fixed asset investment of over 5 million yuan, a reward of up to 2 million yuan (10% of the investment amount) is given.
In the field of the copyright economy, it took the lead in Guangzhou to introduce the policy of “rewards available even without annual revenue”. For investment institutions that have made cumulative equity investments of over 50 million yuan and are listed among the top 30 in domestic leading venture capital rankings, rewards are available even without annual revenue.

In the film and television field, emerging tracks such as micro-short dramas and online literature are booming, and high-end events such as the “Vigorous Plan” International Film Venture Capital have been successfully held, attracting the gathering of global film and television talents and projects; in the field of live streaming and e-commerce, special policies give hierarchical rewards to live streamers and MCN institutions; in terms of cultural export, various parks have effectively addressed the pain point of small and medium-sized enterprises “having no way to go global” by forming export consortia, opening up overseas distribution channels, and holding international industrial activities, helping Chinese culture go global.
