The 2025 University Science and Technology Achievement Fair was held in Guangzhou from December 15 to 17, 2025. On the morning of the 16th, the plenary session of the Fair was held. Huang Kunming, Secretary of the CPC Guangdong Provincial Committee, and Huai Jinpeng, Minister of Education, attended and delivered speeches. Meng Fanli, Deputy Secretary of the CPC Guangdong Provincial Committee, Governor of Guangdong Province and Secretary of the CPC Shenzhen Municipal Committee, participated in the session.
In his speech, on behalf of the CPC Guangdong Provincial Committee and the People’s Government of Guangdong Province, Huang Kunming extended a warm welcome to the leaders and guests attending the Fair and sincere gratitude to friends from all walks of life who have long cared about and supported the reform and development of Guangdong. He stated that General Secretary Xi Jinping and the CPC Central Committee attach great importance to and care about the work of education, science and technology, and talent, and have made arrangements for the integrated development of education, science and technology, and talent at the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee. The General Secretary has shown great care for the development of education, science and technology, and talent in Guangdong. Not long ago, during his inspection tour of Guangdong and his attendance at the opening ceremony of the 15th National Games, he specially inspected the exhibition on the integrated development achievements of scientific and technological innovation and industrial innovation in Guangdong, listened to the work report of the CPC Guangdong Provincial Committee and the People’s Government of Guangdong Province, and delivered an important speech. He expressed the hope that Guangdong will take the lead, set an example, take on major responsibilities, create new advantages and achieve new breakthroughs. He also required Guangdong to focus on developing new quality productive forces, strengthen the in-depth integration of scientific and technological innovation and industrial innovation, and build a modern industrial system with international competitiveness. Facing the 15th Five-Year Plan period, to fulfill the mission and tasks entrusted by the General Secretary and seize the historical opportunity brought by the new round of scientific and technological revolution and industrial transformation, Guangdong’s demand for science and technology and talent is more urgent than ever before, and its expectations for education and universities are more eager than ever before. As an important part of China’s innovation landscape, Guangdong boasts fertile ground for scientific and technological innovation and industrial innovation. It is hoped that universities will focus on emerging industries and future industries that Guangdong is vigorously developing, such as electronic information, artificial intelligence, and new energy vehicles, make good use of the important platforms of the Fair and the National University Regional Technology Transfer and Transformation Center, accelerate the crucial leap in technology transfer and transformation, promote the application of more original and cutting-edge achievements in production and daily life, and convert them into real productive forces, so that the tree of science and technology can bear the fruits of industry. It is also hoped that enterprises will actively embrace science and technology, invest in the future, be good at putting forward demands to universities, willing to cooperate with universities, and happy to build platforms for the transformation of achievements, break through key core technologies, and turn scientific and technological innovation, a “key variable”, into the “biggest increment” for high-quality development. It is expected that young people will actively participate in the upsurge of innovation and creation in the new era, choose Guangdong, devote themselves to Guangdong, take root in Guangdong, pursue and fulfill their dreams here, and grow into pillars of the country at an accelerated pace.
Huai Jinpeng pointed out in his speech that General Secretary Xi Jinping attaches great importance to the integrated development of scientific and technological innovation and industrial innovation, as well as the integrated promotion of the development of education, science and technology, and talent. At present, the new round of scientific and technological revolution and industrial transformation is accelerating, a new paradigm of the scientific revolution is taking shape at a faster pace, the integrated cooperation among industry, universities and research institutes is accelerating, and industrial transformation and cluster – based innovation are driving new trends in scientific and technological development and talent training. Scientific and technological innovation has become an important engine for social transformation. The holding of the Fair will effectively pool the forces of the government, industry, universities, research institutes and financial institutions, jointly improve the integration efficiency of scientific and technological innovation and industrial innovation in universities, transform the innovation advantages of universities into industrial development advantages and regional competitive advantages, and help develop new quality productive forces. The Ministry of Education has always placed the development of education within the overall goal of building Chinese – style modernization and actively explored the path for education to support the modern industrial system and the development of high – level scientific and technological self – reliance and self – improvement. It will create effective ways for the interdisciplinary and integrated development of disciplines to enhance the capacity of original innovation supply at the source; build a new model for talent training in key fields to provide strategic talent support for the construction of the modern industrial system and high – quality development; and establish an efficient and coordinated system for the transfer and transformation of scientific and technological achievements to promote the conversion of more achievements into real productive forces as soon as possible. It is hoped that universities will bravely shoulder the responsibilities and missions of being the main force in basic research and the source of major scientific and technological breakthroughs, and better play the leading, exemplary and pioneering role as the “bellwethers”. It is also expected that all sectors of society will give greater support to enable universities to better integrate into the national strategy and industrial development and make greater contributions to serving new quality productive forces and supporting the high – quality development of the country.
At the session, Huang Kunming and Huai Jinpeng jointly unveiled the University Regional Technology Transfer and Transformation Center (Guangdong – Hong Kong – Macao Greater Bay Area). Xu Qingsen, Vice Minister of Education, Zhang Guozhi, Member of the Standing Committee of the CPC Guangdong Provincial Committee and Vice Governor of Guangdong Province, and relevant responsible persons from Guangzhou and Shenzhen awarded plaques to relevant branch centers. Guo Yonghang, Member of the Standing Committee of the CPC Guangdong Provincial Committee and Secretary of the CPC Guangzhou Municipal Committee, Choi Yuk – lin, Secretary for Education of the Government of the Hong Kong Special Administrative Region, and Kong Chi – ming, Director of the Education and Youth Development Bureau of the Government of the Macao Special Administrative Region, delivered speeches respectively. Zhang Guozhi introduced the construction of the Greater Bay Area Regional Center.
Also launched at the session were the “China University Science and Technology Achievement Trading Platform” and the Artificial Intelligence Open Alliance. Major support policies for the Greater Bay Area Regional Center and an investment and financing platform titled “100 – billion – yuan Fund to Support the Transformation of University Achievements” were released, and a series of cooperation signing activities were held.
After the session, leaders from the Ministry of Education and Guangdong Province, including Huang Kunming, Huai Jinpeng and Meng Fanli, visited the exhibition area of the Fair. They walked into the University Regional Technology Transfer and Transformation Center and the booths of relevant universities, viewed the exhibition and promotion of scientific research achievements, and had in – depth exchanges with on – site technical managers and representatives of universities, scientific research institutions and student entrepreneurship teams participating in the exhibition. They learned in detail about the advantages and characteristics of innovative achievements and the progress of their transfer and transformation, and asked about the actual needs in promoting industrialization. Huang Kunming encouraged everyone to make good use of the platform of the Fair to display and promote achievements, take more initiative to connect with enterprises, industrial parks and financial institutions, respond promptly to the technical needs of the industrial sector, work together to strengthen collaborative research, actively explore diversified cooperation, accelerate the transfer and transformation of achievements, further smooth the chain from the laboratory to the production line, and continuously foster new quality productive forces. Guangdong will continue to optimize the innovation environment, improve the support system, and provide efficient and high – quality services to support and ensure the accelerated landing, transformation and development of various scientific and technological achievements in the province.
Leaders from relevant departments of the Ministry of Education and various provinces and municipalities, including directors of high – tech zones and industrial parks, leaders of education authorities in Hong Kong and Macao, responsible persons of provincial education administrative departments, representatives of relevant universities, industrial enterprises and overseas representatives, attended the event.
It is reported that the 2025 University Science and Technology Achievement Fair, with the theme of “Universities and Enterprises Joining Hands for Integrated Innovation: Facilitating the Development of New Quality Productive Forces”, attracted more than 600 universities to register, collected over 1,900 enterprise demands, accumulated more than 3,000 scientific and technological achievements and more than 260 college student entrepreneurship projects.
