The Eleventh Plenary Session of the 12th CPC Guangzhou Municipal Committee was held on January 8, 2026, and was hosted by the Standing Committee of the CPC Guangzhou Municipal Committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the plenary session fully implemented the guiding principles of the 20th National Congress of the Communist Party of China, all plenary sessions of the 20th CPC Central Committee, and the Central Economic Work Conference. It thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions on Guangdong and Guangzhou, and followed the arrangements set forth at the Eighth Plenary Session of the 13th CPC Guangdong Provincial Committee and the Guangdong Provincial Economic Work Conference. The session reviewed the work in 2025, analyzed the current situation, and made arrangements for the work in 2026. It heard and discussed the work report delivered by Comrade Feng Zhonghua on behalf of the Standing Committee of the CPC Guangzhou Municipal Committee and the special speech on economic work delivered by Comrade Sun Zhiyang. Additionally, it reviewed the written reports submitted by the Standing Committee of the CPC Guangzhou Municipal Committee regarding the efforts made in 2025 to convey, study, and implement General Secretary Xi Jinping’s important speeches and instructions, as well as the progress in advancing Party building.
The plenary session held that 2025 was an extraordinary year of great significance in the course of Guangzhou’s reform and development. Under the strong leadership of General Secretary Xi Jinping and the CPC Central Committee, as well as the correct guidance of the CPC Guangdong Provincial Committee and the Guangdong Provincial People’s Government, the whole city fully implemented the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee, thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions delivered during his inspection tour of Guangdong and his attendance at the opening ceremony of the 15th National Games. It earnestly implemented the “1310” specific plans of the CPC Guangdong Provincial Committee and steadily advanced the “1312” strategic initiatives of the CPC Guangzhou Municipal Committee. The city made every effort to deepen reform and opening-up, promote high-quality development, further advance the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and successfully co-hosted the 15th National Games and the National Games for Persons with Disabilities and the National Special Olympic Games in collaboration with Hong Kong and Macao. It drove the steady progress and high-quality development of the economy, accelerated the construction of a modern people’s city, fully safeguarded overall social security and stability, steadily advanced the comprehensive and strict governance of the Party, consciously accepted the joint inspection by the central government, and strived to complete the 14th Five-Year Plan with remarkable results. New solid strides were made in Guangzhou’s practice of Chinese-style modernization.
The plenary session emphasized the need to deeply understand and fully implement the spirit of General Secretary Xi Jinping’s important speech at the Central Economic Work Conference, and accurately grasp the scientific insights and strategic plans of General Secretary Xi Jinping and the CPC Central Committee on the overall situation and trends. It called for advancing Guangzhou’s modernization drive with a sense of responsibility to take the lead, set an example, and shoulder major responsibilities, so as to make greater contributions to the development of the whole country and the province. It stressed the importance of always keeping in mind General Secretary Xi Jinping’s earnest entrustment, thoroughly implementing the work requirements of the CPC Guangdong Provincial Committee and the Guangdong Provincial People’s Government, and resolutely assuming the political responsibility of a major economic city to play a leading role. By invigorating the market, developing new industries, and strengthening the economy, the city should better inject new vitality into the time-honored city and achieve excellence in four key areas, demonstrating the strong momentum and new look of a pacesetter and engine for high-quality development. It urged efforts to study, understand, and apply the regular understanding embodied in the “Five Musts” for economic work, coordinate and address a series of important issues such as balancing short-term and long-term development, the relationship between the government and the market, and the accumulation of physical and human capital. The focus should be on running the city’s own affairs well, continuously creating new advantages, and achieving new breakthroughs. It required a comprehensive and accurate understanding of the domestic and international situation, the city’s position and role, as well as its opportunities and advantages. Based on the two overall situations, the city should actively identify, adapt to, and drive changes, strengthen confidence, ride the wave of development, and strive to accelerate development and achieve new achievements. Adhering to the general principle of making progress while maintaining stability and improving quality and efficiency, the city should proceed from local conditions, work in a down-to-earth manner, consolidate the foundation by stabilizing economic volume, strengthen momentum by improving quality, and ensure long-term development by increasing efficiency, so as to achieve higher-quality, more resilient, and more sustainable development.
The plenary session pointed out that 2026 marks the first year of the 15th Five-Year Plan. The overall requirements for the city’s work are as follows: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th National Congress of the Communist Party of China, all plenary sessions of the 20th CPC Central Committee, and the Central Economic Work Conference. Thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions on Guangdong and Guangzhou, earnestly implement the arrangements of the Eighth Plenary Session of the 13th CPC Guangdong Provincial Committee and the Guangdong Provincial Economic Work Conference, as well as the “1310” specific plans of the CPC Guangdong Provincial Committee and the “1312” strategic initiatives of the CPC Guangzhou Municipal Committee. Develop new quality productive forces in light of local conditions, deeply participate in the construction of a unified national market, continuously prevent and resolve risks in key areas, and make every effort to stabilize employment, enterprises, the market, and expectations. Promote the effective improvement of the quality and reasonable growth of the quantity of the economy, maintain social harmony and stability, accelerate the injection of new vitality into the time-honored city and the achievement of excellence in four key areas, continue to play a leading and driving role in high-quality development, and ensure a sound start to the 15th Five-Year Plan.
The plenary session emphasized that the first year of the 15th Five-Year Plan calls for a strong start. It is essential to start with full momentum and maintain high intensity throughout the year, and promote a sound start to the 15th Five-Year Plan with the drive and enthusiasm to be pioneers, pacesetters, and engines, so as to show new achievements and a new look in the first phase of this crucial period. It called for taking the expansion of domestic demand as a strategic priority, fully promoting the simultaneous improvement of the quality and quantity of economic development, making every effort to enhance the driving role of consumption, taking multiple measures to boost investment volume and efficiency, carrying out precise and effective investment promotion and enterprise retention work, and consolidating and expanding the positive economic momentum. It stressed the need to take the development of new quality productive forces as the main direction, fully promoting the mutual promotion and enhancement of industries and science and technology, adhering to the principle of prioritizing industries and building the city through manufacturing, accelerating the construction of a modern industrial system by developing both industry and commerce, building a high-level talent highland, and taking a path of industrial revitalization with Guangzhou characteristics featuring trade promoting industry and industry boosting trade.
With the development of the Guangdong-Hong Kong-Macao Greater Bay Area as the driving force, the plenary session urged all-out efforts to promote in-depth reform and high-level opening-up, accelerate the development and construction of Nansha, fully enhance the core engine function of the Greater Bay Area, give better play to the leading role of economic system reform, smooth the domestic and international dual circulation, and consolidate and improve the role of the Greater Bay Area as a source of momentum for high-quality development. Taking the connotative urban development as the main line, the city should fully promote the coordinated development of urban and rural areas, advance urban renewal and the renovation of urban villages with high quality, accelerate the establishment of a new model for real estate development, promote refined urban governance with meticulous craftsmanship, thoroughly implement the “High-Quality Development Project for 100 Counties, 1,000 Towns, and 10,000 Villages”, strengthen the function of an international comprehensive transportation hub, steadily advance the ecological construction of a green and beautiful Guangzhou, and build an innovative, livable, beautiful, resilient, civilized, and smart modern people’s city.
With the well-being of the people as the purpose, the plenary session called for making every effort to ensure and improve people’s well-being, promote high-quality and full employment, increase the supply of high-quality public services, improve the social security system, vigorously develop cultural undertakings and industries, and ensure that the achievements of modernization benefit all people more equitably. Taking the construction of a new security pattern as the guarantee, the city should make every effort to safeguard social security and stability, further promote the law-based governance of the city, resolutely hold the bottom line of security, strengthen and innovate social governance, and ensure a vibrant and orderly society.
The plenary session emphasized the need to strengthen the Party’s overall leadership and Party building, and promote the comprehensive and strict governance of the Party with unwavering perseverance, so as to unify will and pool strength for a sound start to the 15th Five-Year Plan. It called for adhering to the principle of putting politics first, strengthening the armed forces with the Party’s innovative theories, earnestly rectifying the problems identified in the feedback of the central joint inspection, and resolutely upholding the Two Establishments and Two Safeguards. It stressed the importance of adhering to the distinct orientation of focusing on grassroots-level work, thoroughly implementing the project to strengthen grassroots Party organizations, and enhancing the political and organizational functions of Party organizations. It required establishing and practicing a correct view of performance, steadily promoting the replacement of leading bodies at the municipal, district, and town levels in an orderly manner, and striving to build a high-quality contingent of cadres. It also emphasized maintaining a strict tone, making unremitting efforts to improve work style, enforce discipline, and combat corruption, and promoting high-quality development under the guidance and guarantee of high-quality Party building.
The plenary session emphasized that to achieve a good start to the 15th Five-Year Plan, it is essential to work against the clock in economic and social development, make every effort to continuously achieve new progress and results in high-quality development, and live up to the high expectations of General Secretary Xi Jinping, the CPC Central Committee, the CPC Guangdong Provincial Committee, the Guangdong Provincial People’s Government, and the people of the whole city. It called for enhancing initiative and striving for excellence, strengthening political initiative in serving the overall situation, seizing strategic initiative in understanding the situation, and boosting historical initiative in overcoming difficulties, so as to pool efforts to forge ahead in the 15th Five-Year Plan and make contributions to the new journey. It urged reform and innovation, encouraging bold exploration, vigorously carrying forward the spirit of reform and opening-up and the special zone spirit, enhancing the courage to reform, improving the ability to reform effectively, and creating an atmosphere conducive to reform, so as to solve problems and achieve tangible results through reform and innovation, and continuously stimulate development momentum and vitality. It stressed the need to strengthen capabilities, improve professional skills, focus on enhancing the ability to promote high-quality economic development, urban planning, construction and governance, and coordinate development and security, and strive to achieve strong Party spirit, broad vision, innovative thinking, and solid work style. It required forging a pioneering spirit, strengthening the sense of crisis and urgency that stagnation means regression, further improving the efficiency of policy implementation, striving for progress, and showing a proactive spirit and a broad vision in the first year of the 15th Five-Year Plan. It also called for optimizing the environment and pooling strength, creating a clean and upright political environment, a talent-friendly environment that attracts professionals from home and abroad, a modern and international business environment, and a public opinion environment that boosts confidence and stabilizes expectations, so as to gather strong positive energy for united struggle. It emphasized the need to make overall arrangements for the work at the end of 2025 and the beginning of 2026, strive for a good start in the first quarter, effectively ensure people’s well-being, and resolutely safeguard overall social security and stability.

It encouraged the city to take the lead, set an example, and shoulder major responsibilities in advancing Chinese-style modernization, and make new and greater contributions to building a strong country and rejuvenating the nation.
