How to write a new chapter of rural revitalization at the new starting point of the 15th Five-Year Plan period? Aotou Sub-district gave the answer through a “mobile classroom”. On November 14, 2025, a 36 – member study group composed of selected graduates and rural Party members from the sub-district went to Qiuchang Sub-district in Huiyang District to carry out a thematic practical activity themed “Forge Solid Capabilities to Empower Rural Revitalization”. Through on-site observation, exchanges and discussions, they learned advanced experience and built consensus on development.
This activity was held at a crucial juncture when the whole nation was thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, scientifically formulating the 15th Five-Year Plan, and fully implementing the spirit of General Secretary Xi Jinping’s important speeches delivered during his inspection tour in Guangdong. By virtue of inter – sub-district cooperation, Aotou Sub-district aimed to integrate macro strategies with grass-roots practices and explore a feasible path for local rural revitalization.
Immersive Study Tour: From the “Zhoutian Experience” to the “Guli Miracle”
The first stop of the activity was the culturally rich Zhoutian Village. The person in charge of the village Party organization delivered a special lecture titled “Paths and Modes of Rural Revitalization”, which revealed the “secrets” behind the village’s efficient grass-roots governance and steady industrial development driven by Party building. The fully functional Party – Mass Service Center and distinctive cultural exhibition hall enabled the participants to intuitively experience the “Zhoutian Model”, which features improved service efficiency and activated cultural resources.
In the afternoon, the group moved to the picturesque Chayuan Village in Qiuchang Guli. Relying on its superior ecological foundation, the village has successfully built an integrated industrial chain of agriculture, culture and tourism centered on high-end homestays and characteristic tourism. Through personal experience, the participants witnessed the vivid practice of the concept that “lucid waters and lush mountains are invaluable assets” in rural areas. This experience broadened their horizons and enhanced their practical capabilities for advancing rural revitalization in Aotou.
Ideological Exchanges: Translating Insights into the “Aotou Actions”
“The greatest gain from this visit is seeing the vivid practice of theories at the grass-roots level,” sighed one selected graduate. “From campus to the countryside, this study tour has given me a more intuitive understanding of the rich connotations of ‘prosperous industries and livable ecology’.”
The backbone rural Party members identified gaps through comparisons, which aroused their sense of urgency and mission to “learn from advanced models and revitalize the village through solid work”. A participant stated during the exchanges: “The systematic planning of Zhoutian Village and the innovative ideas of Chayuan Village are worthy of our learning. The key is to find a development model suitable for Aotou’s actual situation. After returning, we will earnestly play the vanguard and exemplary role of Party members, actively explore new approaches, and strive to achieve new breakthroughs in rural revitalization.”
The key after learning from advanced experiences lies in applying them effectively. A responsible person from Aotou Sub-district stated that the sub-district will next closely follow the arrangements of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China on “comprehensively advancing rural revitalization” and General Secretary Xi Jinping’s expectation for Guangdong to “take the lead”, and integrate the learning achievements into the work planning for the 15th Five-Year Plan period.
On one hand, it will promote integration. Drawing on Zhoutian Village’s experience in systematic governance, it will strengthen the leadership of the Party, explore the integrated upgrading of the style of traditional fishing villages and modern service functions, improve rural service efficiency, and boost the income growth of both village collectives and villagers.
On the other hand, it will pursue distinctive development. Learning from Chayuan Village’s ecological development model, it will leverage Aotou’s unique coastal resources, red cultural relics and ecological island foundations. It will focus on fostering competitive industries with distinctive advantages such as recreational fisheries, red-themed study tours and ecological tourism, and blaze a distinctive path for Aotou’s revitalization featuring “boosting development through fisheries and integrating red culture with ecological development”.
This thematic practical activity is not only a learning experience but also a mobilization. With a broader perspective and more solid actions, Aotou Sub-district will strive to write a brand-new chapter of rural revitalization in the new journey of the 15th Five-Year Plan period.
