Over 600 Billion Yuan Secured Through Investment Promotion in Five Years
In February 2025, the Huawei Guangzhou R&D Center located in Songzhou Subdistrict was officially put into operation as the first batch of approximately 2,000 employees moved in. This is just a microcosm of Baiyun District’s development drive during the 14th Five-Year Plan period. Since 2021, the total investment of projects secured by Baiyun District through investment promotion has exceeded 100 billion yuan for five consecutive years, accumulating to over 600 billion yuan. Behind these impressive figures lies a profound industrial transformation centered on industrial chains and driven by innovation, marking the accelerated rise of a 100-billion-yuan modern industrial new city.
Introducing Leading Enterprises to Build an Industrial Ecosystem
The logic guiding Baiyun District’s investment promotion is clear and firm: pinpointing key nodes in the industrial chain for strategic layout.
The commissioning of the Huawei Guangzhou R&D Center is more than just the landing of a single project; it signifies the origin of a new industrial ecosystem. As a crucial layout of Huawei in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the center will focus on R&D in core sectors such as intelligent terminals and cloud computing. Leveraging the Huawei Guangzhou R&D Center and taking the Guangzhou Bay Area New Coast (Luochongwei) Area as a major industrial platform, Baiyun District has strategically planned a “1+1+X” modern industrial system. This system prioritizes digital economy as a strategic emerging industry, modern commerce as a traditional advantageous industry, and high-potential sectors including fashion creativity, technology services and business services as key components, aiming to build a modern technology and commerce development axis rooted in the GBA and oriented toward the global market.
The Songxi Area serves as the starting zone for the construction of the Guangzhou Bay Area New Coast (Luochongwei) Area, where renovation and transformation work is in full swing. Meanwhile, Baiyun District has stepped up efforts to ensure the early completion of supporting road projects in the area and the simultaneous launch of convenient shuttle bus routes directly connecting to metro stations, providing first-class business environment to support the development of leading enterprises.
This “leading-enterprise-driven, ecological symbiosis” development model has once again yielded remarkable results in the semiconductor and integrated circuit industry. In September 2025, VeriSilicon Microelectronics South China R&D Center, a domestic leader in semiconductor IP, officially settled in Baiyun Lake Digital Technology City. Hailed as the “raw material” for chip design, semiconductor IP fills a critical gap in Guangzhou’s chip design industrial chain. According to reports, by collaborating with provincial and municipal industrial funds and innovatively assisting enterprises in completing the full market registration process, Baiyun District successfully attracted this leading chip design enterprise.
In addition, a number of information technology giants including China Southern Airlines Digital Technology, China Smart Connect and NetEase Youdao have also established their presence in Baiyun. During the 14th Five-Year Plan period, the new-generation information technology industry in Baiyun District has flourished, forming a well-established industrial ecosystem.
Forward-Looking Layout for Rapid Development Seizing Future Tracks with “Baiyun Speed”
Faced with future industrial tracks such as low-altitude economy and robotics, as well as strategic emerging industries including new energy and novel energy storage, Baiyun District has demonstrated remarkable foresight and execution capability, striving to gain first-mover advantage through targeted investment promotion.
“To seize the new tracks of future industries, forward-looking planning is essential for rapid development,” said a relevant person in charge of the District Investment Promotion Bureau. In the fields of low-altitude economy and robotics, Baiyun District has made swift moves and achieved initial results: successfully introducing key industry players such as Guangdong Low-Altitude Economy Company and China Railway Signal & Communication Corporation, and establishing cooperation with authoritative institutions like the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology (CEPREI) to jointly explore integrated applications such as “low-altitude + rail transit”. Meanwhile, the Guangzhou (Baiyun) Robot Industrial Park was officially inaugurated, and the 2025 Global Intelligent Robot Development Conference was successfully held here, attracting wide attention from upstream and downstream enterprises in the industrial chain and accelerating the formation of an industrial ecosystem.
In the field of new energy and novel energy storage, Baiyun District’s layout is even more in-depth. The settlement of China’s first National Novel Energy Storage Innovation Center has drawn nearly 60 industrial chain enterprises to gather in Baiyun. Guangdong Yuntau Hydrogen Energy Technology Co., Ltd. (hereinafter referred to as “Yuntau Hydrogen Energy”), a leading enterprise in the hydrogen energy industry chain, focuses on the application scenarios of heavy-duty hydrogen fuel cell trucks. It has successfully promoted the commercial operation of over 1,000 hydrogen fuel cell commercial vehicles, achieving the national double-first in both hydrogen fuel system installed capacity and hydrogen fuel cell vehicle license plate registrations in 2025. With its strong technological strength, Yuntau Hydrogen Energy has won honors such as “Guangdong Province Specialized, Refined, Characteristic and Novel Enterprise”, “Future Unicorn” and “Guangdong Province Doctoral Innovation Station”, driving a positive cycle of “scenario opening-up—enterprise development—industrial upgrading”.
Baiyun District’s efforts to support strategic emerging industries do not stop here. Recently, the Several Measures for Promoting the High-Quality Development of the Hydrogen Energy Industry in Baiyun District, Guangzhou (Trial) was officially issued. Covering eight dimensions including scenario opening-up, infrastructure support, technological innovation and finance & talent, the measures provide comprehensive support for the development of the hydrogen energy industry, striving to build a full-chain industrial ecosystem encompassing “hydrogen production, storage, transportation, refueling and utilization”. The close integration of “regional full-chain layout” and “enterprise full-chain practice” offers enterprises comprehensive support from R&D and market expansion to infrastructure construction.
“Baiyun District will support the agglomeration of the hydrogen energy industry with the greatest sincerity, optimal policies and best services,” said a relevant department head of the district at the commercial vehicle delivery ceremony of Yuntau Hydrogen Energy recently. Baiyun District is committed to building a hydrogen energy technology innovation hub and a high-end equipment manufacturing highland, promoting green and low-carbon development.
Revitalizing Traditional Advantages to Scale New Heights in Industrial Output
While fostering new growth drivers, Baiyun District is fully committed to rejuvenating traditional advantageous industries and upgrading the level of modern urban consumption.
The cosmetics industry, a traditional advantage of Baiyun District, is accelerating its expansion toward both ends of the “smile curve”. The establishment of platforms such as the Baiyun Beauty Bay International Cosmetics Research Institute Cluster empowers the industry in terms of R&D and testing. The successful listing of leading enterprise Bioway Biotechnology Co., Ltd. and the completion and commissioning of the Shifei (Guangzhou) Intelligent Manufacturing Base mark the industry’s stride toward branding and high-endization. Behind this transformation are Baiyun District’s innovative initiatives, such as building China’s first industrial internet collective procurement platform and establishing a “one-stop” service station for quality infrastructure, which systematically reduce enterprise costs and enhance regional brand competitiveness.
During the 14th Five-Year Plan period, a number of projects including the Danzi Beauty R&D Headquarters Building, Shifei Baiyun Beauty Bay International Trade Center, Kefa Biotechnology Intelligent Manufacturing Base and Wuxing Royal Bottle Cosmetics Packaging Intelligent Manufacturing Complex have successively landed in Baiyun. The Guangzhou International Beauty Week has been held in Baiyun District for consecutive years. The number of designated size and above-scale cosmetics enterprises in Baiyun District has increased from 218 to 591, among which 85 enterprises have an output value exceeding 100 million yuan. The industrial scale is expected to exceed 40 billion yuan in 2025.
Baiyun District’s progress in upgrading the level of modern urban consumption is also evident to all. The introduction of the district’s first Sam’s Club not only meets residents’ demand for high-quality consumption but also drives the upgrading of the regional commercial pattern. This reflects Baiyun District’s focus on introducing high-level projects that can lead consumption trends and shape urban commercial cards in its investment promotion efforts, continuously optimizing the urban functions for livability and business development.
Strengthening Factor Guarantee to Facilitate Project Implementation Sincerely Delivering on the “Baiyun Commitment”
The achievement of securing over 100 billion yuan annually for five consecutive years, with a total of over 600 billion yuan, ultimately relies on the rapid implementation of projects. With solid space guarantee, innovative investment promotion mechanisms and efficient government services, Baiyun District is fulfilling its “Baiyun Commitment” to investors.
A relevant person in charge of the District Investment Promotion Bureau stated that since the start of the 14th Five-Year Plan, the supply scale of state-owned industrial land in Baiyun District has increased significantly, providing ample space guarantee for industrial projects. Notably, there has been an “acceleration” in project construction: the number of newly started industrial projects and their total investment in the district have quadrupled compared with the 13th Five-Year Plan period, and the number of completed projects has achieved an astonishing growth of more than 14 times.
From the 10-billion-yuan Parkway Health City Baiyun, which is under phased construction, to the rapidly commenced novel energy storage industry-university-research institute base, the bustling construction scenes are the most compelling proof of Baiyun District’s optimized business environment and improved service efficiency. Take Parkway Health City Baiyun as an example. Aiming to build a world-class international medical and health industry innovation zone, the project has progressed rapidly—from signing a cooperation agreement with the district government to completing the lease of the Southeast Tower of Yuesheng Plaza. The first-phase international hospital is expected to be put into operation by the end of 2026, demonstrating the “Baiyun Efficiency”. Taking full advantage of Guangzhou Baiyun Railway Station, one of Asia’s largest TOD transportation hubs, the project will build a “station-city integration” medical and health complex, providing an innovative model for industrial upgrading in megacities.
From the “light of R&D” at Huawei to the “core of intelligence” at VeriSilicon, from the accelerated take-off of future industries to the upgrading of consumption quality, a magnificent blueprint for a “6+6+X” modern industrial cluster is slowly unfolding across Baiyun District. Standing at a new starting point, Baiyun District is anchoring high-quality development and gathering momentum for take-off with strong industrial attraction, surging innovation-driven force and first-class environmental appeal.
