Recently, the Shenzhen New Quality Productivity Technology Promotion Center released the list of the first batch of 55 senior vocational technology manager service parks under the Shenzhen Sci-Tech Innovation Ivy Technology Achievement Transformation Service System across the city. A total of 14 high-quality parks in Bao’an District made the list, ranking first among all districts in Shenzhen. This has made Bao’an an important bearing area where Shenzhen’s technology managers deeply participate in achievement transformation and take root in the frontline of industries.
The Shenzhen Sci-Tech Innovation Ivy Technology Achievement Transformation Service System is centrally constructed by the Shenzhen Science, Technology and Innovation Bureau. With the cultivation and certification of senior vocational technology managers as the core hub, it builds three supporting bases, namely the “New Quality Talent Pool, Seed Project Pool and Capital Connection Pool”, and forms an achievement transformation mechanism with coordinated promotion of “professional counseling, capital connection and industrial empowerment”, committed to creating an organized achievement transformation ecosystem covering the whole city.
The 14 selected parks cover key industrial sectors in Bao’an such as intelligent manufacturing, biomedicine and high-performance new materials. They include not only mature carriers like Junxiang U8 Intelligent Manufacturing Park, Peking University Sci-Tech Innovation Park and Taohuayuan Science and Technology Innovation Ecological Park, but also a number of new parks oriented towards future industrial layout. These parks will serve as important positions for technology managers to carry out professional services, promoting technological achievements from laboratories to production lines, and realizing the efficient connection between innovation resources and market demand.
Bao’an District’s leading number of selected parks stems from its continuous investment in the technology transfer talent system. In recent years, focusing on the key links of achievement transformation, Bao’an District has systematically promoted the construction of the technology manager team. It has carried out 7 sessions of technology manager training, cultivating more than 350 professional talents, and gradually formed a professional service force familiar with technology, industry and market rules, playing an important role in technology docking, contract standardization and capital connection.
The improvement of professional service capabilities is directly reflected in the effectiveness of technology transactions. In 2025, against the backdrop of the city’s technology transaction featuring “decreased quantity, increased volume and structural adjustment”, technology contract registration and transactions in Bao’an District achieved counter-trend growth: a total of 1,567 technology contracts were identified and registered throughout the year, ranking fourth in the city with a year-on-year increase of 24.17%, the fastest growth rate in the city; the turnover of technology contracts reached 7.582 billion yuan, a year-on-year increase of 25.96%; the verified technology transaction volume stood at 7.082 billion yuan, a year-on-year increase of 21.34%. The growth rates of the three core indicators all exceeded 20%, making Bao’an an important growth pole in Shenzhen’s technology transaction market.
This achievement comes from the coordinated promotion of multiple initiatives. Bao’an District has continuously promoted the docking of technology supply and demand between enterprises, universities and research institutes. In 2025, it held 21 “Technology Matching” events, facilitating 63 enterprises to sign technology contracts with major universities and research institutes; it strengthened policy publicity through forms such as “Sci-Tech Innovation Bao’an · Policy Fair”, holding 26 events throughout the year to deliver policies directly to parks and enterprises; at the same time, it improved professional service support, carrying out 3 sessions of technology manager training in the whole year to further consolidate the foundation of achievement transformation services, and smoothed the cooperation channels between enterprises and scientific research institutions through flexible talent introduction and other methods.
Next, the Bao’an District Science, Technology and Innovation Bureau will continue to deepen the technology transfer talent training system and expand the scale of the technology manager team. Taking the 14 selected parks as important fulcrums, it will systematically promote the achievement transformation model of “talent + park + resources”, drive the coordinated development of the innovation chain, industrial chain, capital chain and talent chain, and accelerate the cultivation of a number of demonstration new quality productivity projects.
