To thoroughly implement the newly revised Regulations on Housing Leasing, and raise the legal awareness and compliant operation capabilities of housing leasing enterprises, landlords and practitioners, the Bao’an District Housing Leasing Association, under the guidance of the Bao’an District Bureau of Housing and Urban-Rural Development, has jointly launched a systematic campaign to promote and interpret the Regulations with sub-district offices and relevant institutions across the district. As of mid-December, the training sessions have covered all 10 sub-districts in the district, with a cumulative attendance of more than 2,400 person-times.
On 15 September this year, the Regulations on Housing Leasing — China’s first administrative regulation dedicated to regulating the housing leasing market — was officially implemented, providing a comprehensive legal guarantee for the sound development of the housing leasing market. Since the official implementation of the Regulations, the District Housing Leasing Association has led a lecture group composed of legal advisors and members of the expert committee, and in conjunction with the Comprehensive Management Centers (Grid Offices) of all sub-districts, has successively held training sessions themed Professional Training on Housing Leasing Business & Legal Popularization of the Regulations on Housing Leasing in all 10 sub-districts of the district. Centering on the core provisions of the Regulations and combined with common issues in actual leasing practice, the training focused on the interpretation of contract standardization, fund supervision and rights protection, with highlighted case-based teaching and interactive Q&A sessions, which was widely praised by participating enterprises, landlords and building supervisors.
As of mid-December, the full coverage of training across the 10 sub-districts has been completed, with the total number of trainees exceeding 2,400 person-times. It is learned that during the three-month lecture tour, members of the lecture group have been continuously updating the lecture content and real-life cases to better meet the needs of participants and help them resolve various diverse practical problems encountered in daily work. Lawyer Kong, a legal advisor of the District Housing Leasing Association from Guangdong Fuchuang Law Firm, stated: “We have prepared key lessons for the most frequently asked questions in the previous training sessions and highlighted the explanations in the subsequent ones. Having delivered lectures across 10 sub-districts, our lecture content has been greatly enriched. Many sub-districts even want us to come back and deliver more sessions.”
In addition to centralized training, the association has also organized its legal advisory team to conduct on-site visits and one-on-one compliance guidance for a number of enterprises including Joy City and Zhenye Huashe. These on-site services have helped enterprises streamline their standardized operation procedures and effectively advance the implementation of the Regulations.
