On December 24, the 21st (Enlarged) Session of the Standing Committee of the 6th Baoshan District Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the Report Meeting on the Handling of Key Proposals in 2025 was held.
The meeting earnestly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions, thoroughly studied and implemented the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China as well as the spirit of relevant meetings of the CPC Provincial Committee, Municipal Committee and District Committee. It heard the report on the handling of key proposals in 2025 and conducted consultation and discussion on state affairs. Wang Lide, Deputy Secretary of the CPC Baoshan District Committee and District Chief, attended the meeting and delivered a speech. Yao Gang, Secretary of the Party Leadership Group and Chairman of the CPPCC Baoshan District Committee, presided over the meeting.
Since the beginning of this year, a large number of CPPCC members have closely focused on the central work of the CPC District Committee and the District Government, and actively put forward suggestions through proposals. The CPPCC District Committee has filed 289 proposals in total and selected 6 key proposals, which have been respectively assigned to the leading comrades of the CPC District Committee and the District Government for taking the lead in handling, and the leading comrades of the CPPCC District Committee for supervising the handling. All proposal – handling units have given full play to their main role, taken the initiative to listen to opinions and suggestions, and actively carried out investigations and studies. All 20 suggestions put forward in the 6 key proposals have been adopted and implemented, which has promoted a number of specific work, solved a number of practical problems and achieved tangible results.
At the meeting, five proposal – handling units, including the District Bureau of Science and Technology Innovation, the Bureau of Human Resources, the Bureau of Culture, Radio, Television, Tourism and Sports, the Bureau of Health and Health, and the Bureau of Urban Management and Comprehensive Law Enforcement, made reports on the handling of key proposals of the CPPCC District Committee in 2025. Nine member representatives put forward suggestions in combination with their practical work. Wang Lide fully affirmed that the participating units and members of the CPPCC have selected accurate topics for their proposals, conducted in – depth research, and put forward suggestions that are highly consistent with the actual development of Baoshan. He required relevant departments to carefully study and absorb these suggestions so as to further promote the implementation and effectiveness of the proposals.
On behalf of the CPC District Committee and the District Government, Wang Lide expressed his gratitude to the CPPCC District Committee and all members for their positive contributions to the economic and social development of Baoshan over the past year, and put forward requirements for doing a good job in the proposal work of the CPPCC in the new era. He emphasized that the CPPCC District Committee and a large number of CPPCC members should consciously strengthen theoretical arming, implement political requirements, political standards and political principles in the whole process and all aspects of the proposal work, and grasp the correct political direction of the proposal work. They should serve the overall situation, focus on key areas such as economic development, reform and opening – up, urban functional quality and people’s livelihood security, give play to the advantages of extensive connections and smooth channels, conduct in – depth investigations and studies, perform their duties earnestly, and strive to put forward more forward – looking, targeted and operable suggestions. They should optimize the working mechanism. All units and departments should take the handling of proposals as an important opportunity and starting point to improve and promote their work, effectively transform the good ideas and suggestions in the proposals into specific policies and work measures, and consolidate them into institutional mechanisms to ensure solid results in the handling of proposals. The CPC District Committee and the District Government will, as always, attach great importance to and fully support the work of the CPPCC, and create better conditions for everyone to participate in the deliberation and administration of state affairs and perform their functions.
Yao Gang stated that the CPPCC District Committee will earnestly implement the spirit of General Secretary Xi Jinping’s important instruction that “the value of proposals lies in quality rather than quantity”. It will adhere to the principle of “no proposal without investigation”, strengthen the training and guidance for members, guide them to conduct in – depth research at the grassroots level, and obtain first – hand data so that the proposal suggestions are more in line with the reality and more operable. It will strictly implement the “three – review” system, strictly control the filing standards, improve the filing quality, and further promote the improvement of quality and efficiency of the proposal work. It will strengthen communication and cooperation with the General Office of the CPC District Committee and the District Government as well as various functional departments, improve the regular docking mechanism between the proposers and the handlers, and improve the feedback mechanism for the results of proposal handling, so as to form an efficient closed – loop system for proposal handling. This will enable the CPPCC proposals to play a greater role in promoting regional economic development and improving people’s well – being, and help Baoshan achieve higher – quality development in the new era and new journey.
