To thoroughly implement the spirit of a series of important instructions and policy arrangements on work safety issued by the state, provinces, cities and counties, profoundly learn the bitter lessons from recent work safety accidents, fully mobilize and arrange all prevention and rectification work related to work safety at present, especially at the end and the beginning of the year, solve the existing problems such as inadequate performance of duties by supervisors, issues concerning project cost, and the certification and acceptance of concealed projects, standardize the order of the project construction market, and ensure the safety of financial funds and project quality, the Housing and Urban – Rural Development Bureau of Boluo County held a conference on work safety and standardized performance of duties for construction and municipal engineering supervision enterprises in the meeting room on the 6th floor of its office area on Xibei Road on December 12, 2025. Responsible persons from the Construction Market Administration Section, Engineering Quality and Safety Administration Section, Construction Safety Department, and Construction Engineering Quality Department of the bureau, as well as principals and technical directors of some supervision enterprises in the county, attended the conference.
The conference conveyed two documents, namely Notice on Earnestly Learning Lessons to Resolutely Curb Fire Accidents and Strengthen Work Safety Prevention at the End and the Beginning of the Year (forwarded by the Office of Huizhou Work Safety Committee) and Reminder Letter on Earnestly Implementing the Spirit of Important Instructions by General Secretary Xi Jinping and Instructions by Leaders of the Province and City to Resolutely Do a Good Job in Work Safety and Fire Safety Prevention (Document No. [2025] No. 95 issued by the Office of Huizhou Work Safety Committee). It required all participants to profoundly learn lessons from the recent Shantou “12·9” accident and Henan Sanmenxia “12·6” accident, draw inferences from these cases, firmly establish the concept that “potential hazards are equivalent to accidents”, strictly implement the main responsibility of enterprises for work safety, strengthen the supervision over the investigation and rectification of potential on – site safety hazards in ongoing projects, improve work accounts, and make solid preparations for accepting the work safety assessment organized by Guangdong Province.
The conference notified the results of recent supervision and inspection on work safety at construction sites across the county, highlighted the prominent problems existing in the performance of duties by some supervision enterprises, and carried out warning education among these enterprises. It emphasized that as one of the key responsible subjects for the quality and safety of project construction, the effectiveness of supervision enterprises’ performance of duties is directly related to the intrinsic safety level of project construction. Meanwhile, clear requirements were put forward for all supervision enterprises in the county and those participating in the conference. Firstly, it is essential to strengthen the sense of responsibility, adhere to the bottom line of safety, fully recognize the severity and complexity of the current work safety situation, prioritize work safety in supervision work, and resolutely assume the legal responsibility for safety supervision. Secondly, efforts should be made to enhance internal management and improve the overall quality of the team. Regular training on laws, regulations and professional skills should be organized for supervisors, and internal management and system construction should be strengthened. Thirdly, it is necessary to standardize the performance of duties and improve the efficiency of supervision. In strict accordance with the requirements of laws, regulations and standards, it is crucial to ensure that chief supervising engineers are present and perform their duties. The whole process of construction should be closely supervised, with special focus on key monitoring of high – risk projects and critical construction procedures. Strict checks should be conducted on the entry of materials and equipment and the acceptance of construction procedures to ensure the effective closed – loop management of supervision instructions.
The purpose of this conference is to consolidate the responsibilities of supervision enterprises and promote the sustained and stable improvement of the work safety situation of construction and municipal projects in our county. Moving forward, our bureau will continue to strengthen supervision, urge all supervision enterprises to effectively implement the requirements of the conference, and jointly build a solid safety defense line for construction work across the county.
