On December 12, the 10th Plenary Session of the 15th Dongguan Municipal Committee of the Communist Party of China was held. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the session fully implemented the spirits of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee. It thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions delivered during his inspection tour of Guangdong and his attendance at the opening ceremony of the 15th National Games, as well as the spirit of the Central Economic Work Conference. It earnestly acted on the spirit of the 7th Plenary Session of the 13th Guangdong Provincial Party Committee. The session focused on deliberating and planning Dongguan’s economic and social development during the 15th Five-Year Plan period, striving to create new advantages and achieve new breakthroughs, accelerating the construction of a modern new Dongguan featuring “Intelligent Innovation & Quality Products, Harmony, Beauty and Livability”, and continuously opening up new horizons for Dongguan’s modernization drive.
The Standing Committee of the Municipal Party Committee presided over the session. Wei Hao, Secretary of the Municipal Party Committee, delivered a report on behalf of the Standing Committee, while Lü Chengxi, Deputy Secretary of the Municipal Party Committee and Mayor of Dongguan, offered explanations on relevant draft documents.
The session reviewed and adopted two documents, namely Opinions of the Dongguan Municipal Committee of the Communist Party of China on Thoroughly Studying and Implementing the Spirit of General Secretary Xi Jinping’s Important Speeches and Instructions During His Inspection Tour of Guangdong and Attendance at the Opening Ceremony of the 15th National Games, Forging New Advantages, Achieving New Breakthroughs and Building a Modern New Dongguan at a New Starting Point and Suggestions of the Dongguan Municipal Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development of Dongguan.
The session pointed out that the 15th Five-Year Plan period constitutes a crucial stage for laying a solid foundation and advancing all-round efforts to basically realize socialist modernization in China, and it is also a pivotal five-year period for Dongguan to pursue high-quality development and promote modernization. At the 4th Plenary Session of the 20th Central Committee of the Communist Party of China, General Secretary Xi Jinping profoundly clarified a series of major directional, fundamental and strategic issues concerning economic and social development during the 15th Five-Year Plan period. The Suggestions of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development, adopted at the same plenary session, laid out the top-level design and strategic blueprint for China’s development in the next five years.
Shortly after the successful conclusion of the 4th Plenary Session, General Secretary Xi Jinping paid an inspection visit to Guangdong in person and attended the opening ceremony of the 15th National Games. He delivered a series of important speeches and issued a series of important instructions, offering strategic guidance for Guangdong’s development from the perspective of the “Two Overall Situations” and providing clear directions for us to forge ahead during the 15th Five-Year Plan period. The 7th Plenary Session of the 13th Guangdong Provincial Party Committee made comprehensive arrangements for Guangdong’s development in this period.
We must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, further grasp their core essence, pinpoint our goals and directions, and effectively align our thinking and actions with the decisions and arrangements of General Secretary Xi Jinping and the Central Committee. We should earnestly implement the “1310” specific deployment of the Provincial Party Committee, clarify Dongguan’s position and demonstrate its responsibility on the new journey of the 15th Five-Year Plan period, and resolutely uphold the “Two Establishments” and implement the “Two Safeguards” through concrete actions.
We must fully recognize the new major achievements made by the Party and the country under the strong leadership of General Secretary Xi Jinping, carefully summarize the outcomes of Dongguan’s economic and social development during the 14th Five-Year Plan period, and strengthen our confidence and determination to work together for greater achievements.
We should deeply understand General Secretary Xi Jinping’s scientific judgment on the domestic and international development situation, identify opportunities amid risks in the volatile international landscape, seize the momentum from the new round of technological and industrial transformation, recognize strengths and weaknesses in the context of growing domestic demand drivers, and balance supply and demand amid profound adjustments in population structure, so as to continuously enhance our strategic initiative to ride the tide and overcome difficulties.
We must accurately grasp General Secretary Xi Jinping’s in-depth elaboration on the important status and objectives of the 15th Five-Year Plan period, find the right directions and paths to create new advantages and achieve new breakthroughs, strive to make new headways in economic quality, livability and business-friendliness, and governance efficiency, and push various undertakings in Dongguan to new heights.
We should always keep in mind General Secretary Xi Jinping’s expectations for Guangdong’s economic and social development, strive to take the lead in economic growth, the in-depth integration of science, technology and industry, and the construction of a modern people-centered city. We will contribute Dongguan’s efforts to helping Guangdong take the lead in advancing Chinese modernization and ensure that the fruits of reform and development benefit more residents.
The session emphasized that with the advent of the 15th Five-Year Plan period, the new goals of Chinese modernization, new requirements for high-quality development, and new expectations of Dongguan’s tens of millions of residents have put forward brand-new requirements for the city’s development. We must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches at the Central Urban Work Conference, and meet the key requirements for building an innovative, livable, beautiful, resilient, civilized and smart modern people-centered city.
We will take the strategic goal of building a city with “Intelligent Innovation & Quality Products, Harmony, Beauty and Livability” as the guide for all work related to high-quality economic and social development in the next five years. We will regard intelligence and innovation as important paths to foster new quality productive forces, establish a development orientation for tech-driven and innovative industries led by artificial intelligence, and take quality improvement and brand building as key measures to accelerate industrial transformation and upgrading.
Efforts will be made to promote Dongguan’s manufacturing sector to move up the value chain and propel economic development to a new level. Meanwhile, focusing on improving social civilization and people’s quality of life, we will actively explore effective paths for modern governance of a megacity, advocate a social ethos of respect for virtue, harmony and fraternity across the whole society, and build a better home co-constructed, co-governed and shared by tens of millions of residents. We will comprehensively enhance the city’s comprehensive carrying capacity, create an urban-rural environment where people live and work in peace and contentment and talents are attracted from near and far, and make major breakthroughs in key tasks crucial to overall modernization.
The session stressed the need to focus on the development goals and tasks of the 15th Five-Year Plan period, make every effort to tackle key challenges, and speed up the construction of the modern new Dongguan with “Intelligent Innovation & Quality Products, Harmony, Beauty and Livability”.
Firstly, we will take deep participation in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area as a driving force to comprehensively deepen reform and opening up. We will further strengthen all-round cooperation with other cities in the Greater Bay Area to jointly build a world-class bay area and urban cluster. We will steadily advance high-level opening up, thoroughly implement the strategy of “coordinated development of foreign trade, foreign investment, outbound investment, foreign economic cooperation and foreign exchange”, promote the upgrading of foreign trade quality and efficiency, tap new potential in the domestic market, expand effective investment precisely, stimulate consumption potential through multiple channels, and actively integrate into the domestic large cycle. We will create a first-class business environment through in-depth reforms, further energize the development of towns and villages, and accelerate our own high-quality development while serving and integrating into the new development pattern.
Secondly, we will strive to achieve in-depth integration of technological innovation and industrial innovation, and improve the whole-process innovation system covering basic research, technological breakthroughs and industrialization of achievements. Focusing on the “8+8+4” key industrial system, we will coordinate the upgrading of traditional industries, the expansion of emerging industries and the layout of future industries, so as to build a modern industrial system with international competitiveness. Guided by the goal of building a “City of Manufacturing Aesthetics”, we will further promote the development of a strong brand city and a quality-oriented city, accelerate the growth of modern service industries, advance the strategy of invigorating the city through talents, and foster and expand new quality productive forces at a faster pace.
Thirdly, we will take the “100-County, 1,000-Town and 10,000-Village Project” as the guide to improve the comprehensive urban-rural environment. We will establish the concept of “reduced development”, take comprehensive land improvement across the city as the main means to build a new spatial development pattern. We will fully utilize policy support at all levels and mobilize all available resources to set off a new upsurge in investment in urban infrastructure. We will combine the rectification of key problems with the improvement of long-term mechanisms to create a high-quality living environment, steadily promote the ecological construction of a “Green and Beautiful Dongguan”, promote the green transformation of the development mode, and comprehensively enhance the city’s comprehensive carrying capacity.
Fourthly, we will fully advance the development of people’s livelihood and social undertakings. Adhering to the people-centered approach, we will attach greater importance to investing in people and serving the public, and continuously promote the high-quality development of education, medical care and housing sectors. We will thoroughly implement the employment-first strategy, strive to achieve a positive cycle between industrial upgrading and employment expansion and quality improvement, improve the population service system covering all groups and the whole life cycle, and better meet the people’s yearning for a better life.
Fifthly, we will continue to promote efficient governance, fully implement the overall national security outlook, and drive the modernization of governance through intelligence and digitalization. We will further advance the all-round development of spiritual civilization, strengthen innovations in social governance and humanistic care, build a safer and more law-based Dongguan at a higher level, and strive to achieve positive interaction between high-quality development and high-level security.
The session emphasized the need to continuously strengthen the Party’s overall leadership and Party building. We will further promote ideological and political development, and unify our thinking, will and actions with the Party’s innovative theories. We will strive to cultivate a contingent of cadres capable of shouldering the responsibility of modernization, and constantly stimulate their internal motivation and overall vitality. We will improve and strengthen grass-roots Party organizations in all fields, and transform the Party’s organizational advantages into governance efficiency and development advantages. We will further promote the improvement of work style, uphold integrity, combat disciplinary violations and fight corruption, guide the formation of a sound development environment with a clean and upright political ecology, and pool the joint efforts of all sectors to provide strong guarantees and momentum for advancing the practice of Chinese modernization in Dongguan.
The session pointed out that building a modern new Dongguan featuring “Intelligent Innovation & Quality Products, Harmony, Beauty and Livability” requires more arduous efforts than ever before. We must strengthen the enterprising spirit of “acting early and seizing the day”, make good plans in advance, accelerate the progress of work, and take proactive measures to prevent and control risks, so as to gain more strategic initiative for future development. We must boost the spirit of “daring to think and act, and working in a down-to-earth manner”, boldly emancipate our minds, courageously tackle difficulties, take responsibility, and achieve our goals step by step. We must identify the key focus of “serving enterprises and the public”, strengthen the service concept, highlight service priorities, enrich service methods, and promote development and improve people’s livelihood through more comprehensive and effective services. We must improve the responsibility system featuring “systematic coordination and closed-loop implementation”, clarify work responsibilities at all levels, strengthen cross-field coordination and cooperation, and continuously summarize experience for improvement, so as to provide solid support for building a modern new Dongguan.
The session noted that we are currently in the year-end sprint stage. We must do a good job in all work related to economic and social development, strengthen the monitoring and regulation of economic operations, care for the people’s lives with sincere efforts, conduct in-depth inspections and rectifications of various potential risks and hazards, and resolutely prevent and curb major accidents. We will safeguard the overall social security and stability, strive to complete the annual development goals, and ensure a successful conclusion of the 14th Five-Year Plan period and a sound start of the 15th Five-Year Plan period.
In accordance with the Party Constitution and relevant regulations, the session decided to fill the vacancies of members of the 15th Municipal Party Committee with Chen Hongjun, Chen Zhiwu, Zhuo Qing and Dong Tie, who were previously alternate members of the committee.
The session reviewed and adopted the inspection report submitted by the Municipal Commission for Discipline Inspection on Liu Yuchang’s serious violations of discipline and law, and ratified the decision made by the Standing Committee of the Municipal Party Committee to expel Liu Yuchang from the Party.
