
To effectively strengthen the work safety management of construction sites at the end and beginning of the year and firmly hold the safety bottom line of preventing mass casualty accidents, on the morning of December 11, Ren Kui, Secretary of the Party Leadership Group and Director of the Dongguan Urban Construction Engineering Administration, led a team to the construction sites of major medical and health projects such as the Reconstruction and Expansion Project of the Second District of Dongguan Hospital of Traditional Chinese Medicine (Orthopedics Research Center) and the Boron Neutron Capture Therapy (BNCT) Research Center of Dongguan in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to carry out special supervision on work safety. Immediately after the supervision, the Administration held a special global work safety meeting. Relevant bureau leaders, heads of all departments, and group leaders and deputy group leaders of all projects attended the meeting.
The supervision team focused on inspecting the implementation of safety measures for fire-fighting facilities, temporary construction electricity, hoisting machinery management, as well as dangerous and major projects such as deep foundation pits and high formwork in the two projects, and listened to the work reports of construction units on the implementation of the main responsibility for work safety, daily safety inspections and rectification of problems. For the hidden dangers and weak links found, the supervision team put forward clear rectification requirements on site.
This special meeting conveyed the spirit of the provincial and municipal work safety meetings held on December 10 and the instructions and instructions of provincial and municipal leaders on work safety in recent days, notified the situation of hidden danger investigation and rectification of under-construction projects, and arranged the next work. The meeting emphasized that work safety is related to the overall development, people’s livelihood and well-being, and social stability. The entire Administration must further improve its political stance, deeply learn lessons from recent safety accidents in various regions, and comprehensively build a strong safety defense line for under-construction projects with the highest standards, strictest requirements and most practical measures to resolutely prevent major safety accidents such as mass casualties.
The meeting put forward three requirements: First, establish a firm bottom-line thinking and keep the safety string tight at all times. All staff of the Administration must completely abandon paralyzing thoughts and fluke mentality, and carry out various safety prevention work at construction sites in a detailed and solid manner with a sense of responsibility of “being on tenterhooks all the time”. Second, focus on major potential safety hazards and carry out in-depth investigation and rectification. Conduct a comprehensive investigation of under-construction projects to ensure no blind spots are left, implement list management and dynamic zero-clearing for the problems found, and form a closed loop of rectification. Third, tighten and compact the responsibility chain and transmit safety pressure to the “nerve endings”. Further strengthen supervision and inspection, severely hold accountable the responsible subjects who fail to implement responsibilities and measures in place, and refine the work safety management responsibilities to posts and individuals, so as to truly open up the “last mile” of work safety.
