Accelerate Development and Opening-Up of Nansha with Focus and Momentum
Strive to Build a Major Strategic Platform Rooted in the Greater Bay Area, Coordinated with Hong Kong and Macao, and Oriented Toward the World
On December 29, Feng Zhonghua, Secretary of the CPC Guangzhou Municipal Committee, and Sun Zhiyang, Deputy Secretary of the CPC Guangzhou Municipal Committee and Mayor of Guangzhou, conducted research in Nansha District, visiting key enterprises, innovation and entrepreneurship platforms, and achievement transformation bases. Feng Zhonghua emphasized that it is essential to fully implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference, thoroughly study and act on the spirit of General Secretary Xi Jinping’s important speeches and instructions on Guangdong and Guangzhou, focus on the implementation of the Nansha Master Plan, earnestly follow the arrangements and requirements of the CPC Guangdong Provincial Committee and the Guangdong Provincial People’s Government, strengthen confidence, prioritize key tasks, accelerate progress, further plan, develop, and construct Nansha well, strive to build it into a major strategic platform rooted in the Greater Bay Area, coordinated with Hong Kong and Macao, and oriented toward the world, and drive new breakthroughs in the development of the Guangdong – Hong Kong – Macao Greater Bay Area.
Feng Zhonghua and Sun Zhiyang took Metro Line 18 to Wanqingsha Station in Nansha. On the way, they listened to a report on Guangzhou’s efforts in advancing the planning and construction of rail transit in the Guangdong – Hong Kong – Macao Greater Bay Area and the construction and operation of Guangzhou Metro. They stressed the need to carefully map out urban rail transit construction during the 15th Five – Year Plan period, accelerate the progress of ongoing rail transit projects, enhance the city’s comprehensive carrying capacity and radiating power, and improve the physical connectivity level of the Greater Bay Area. As the New Year and Spring Festival approach, top priority must be given to safety. Efforts should be made to strengthen transport capacity allocation, manage large passenger flows, fully implement security management measures such as security checks, continuously optimize metro operation services, and ensure that citizens and tourists travel safely and comfortably.
During their visits to China State Shipbuilding Corporation International Co., Ltd. and Guangzhou Rongjie Energy Technology Co., Ltd., they gained a detailed understanding of the enterprises’ development, production and operation, and technological innovation. They also toured the production workshops to observe the product manufacturing processes. They encouraged the enterprises to pursue independent innovation, intensify efforts in tackling key core technologies, enhance core competitiveness, and seize the commanding heights of industrial development. They also required Nansha to leverage its geographical and industrial advantages, create a world – class business environment, step up investment promotion efforts centered on industrial chains, deepen cooperation with Hong Kong and Macao, expand and strengthen emerging pillar industries such as modern shipping and new energy, and develop new – quality productive forces in light of local conditions.
At Yuexiu iPARK Guangdong – Hong Kong Smart Valley, they visited the China·Guangzhou·Nansha Innovation and Entrepreneurship Theme Exhibition Hall and the HKUST (Guangzhou) Sci – Tech Innovation Achievement Transfer and Transformation Base. They learned in detail about enterprise settlement, project incubation, and achievement transformation, and listened to reports from key semiconductor and integrated circuit enterprises. They emphasized the importance of closely focusing on scientific and technological innovation cooperation between Guangzhou and Hong Kong, giving play to the role of platforms such as the Innovation Zone around HKUST (Guangzhou), establishing in – depth links with innovation resources in Hong Kong and Macao, improving the efficiency of scientific and technological achievement transformation, and better supporting the development of the Guangdong – Hong Kong – Macao Greater Bay Area as an international science and technology innovation center.
Subsequently, Feng Zhonghua and Sun Zhiyang took a test ride in a Pony.ai autonomous vehicle. They emphasized the need to strengthen technological iteration and upgrading, innovate application scenarios, continuously improve safe operation capabilities during testing and operation, and enable new technologies to bring a better life to people.
During the research, Feng Zhonghua and Sun Zhiyang listened to a report on the economic and social development of Nansha District. Feng Zhonghua stressed that as the 15th Five – Year Plan period approaches, Nansha must fully implement the decisions and arrangements of General Secretary Xi Jinping and the CPC Central Committee, follow the work requirements of the CPC Guangdong Provincial Committee, the Guangdong Provincial People’s Government, the CPC Guangzhou Municipal Committee, and the Guangzhou Municipal People’s Government, take the implementation of the Nansha Master Plan as a key driver, further stimulate the vitality of reform, opening – up, and innovation, deepen comprehensive Guangdong – Hong Kong – Macao cooperation oriented toward the world, create new advantages and achieve new breakthroughs at a new starting point, show a new look of gathering momentum for take – off, and better serve the construction of the Guangdong – Hong Kong – Macao Greater Bay Area as “a core node and two key hubs” and the overall situation of the country’s high – level opening – up.
It is necessary to fully deepen reform and opening – up, make full use of various supporting policies from the central and provincial governments, learn from the institutional mechanisms of the Hainan Free Trade Port, implement the strategy of upgrading the pilot free trade zone at a high level, deepen the convergence of rules and connection of mechanisms with Hong Kong and Macao, steadily expand institutional opening – up, promote the effective implementation of more landmark reform measures, improve the quality of building a comprehensive service base for Chinese enterprises to “go global”, and continuously enhance the function of a gateway hub for high – level opening – up.
Efforts should be concentrated on industrial development, strengthen the in – depth integration of scientific and technological innovation and industrial innovation, accelerate the cultivation and expansion of emerging industries and future industries, focus on developing high – tech industries and port – adjacent economy, promote breakthroughs in a number of major platforms and key projects, strive to build a modern industrial system with Nansha’s characteristics and advantages, and fully create a new growth pole for high – quality development.
It is crucial to accelerate the intensive urban development, further promote the comprehensive pilot project of future cities, adhere to the concepts of “smart growth, exquisite urban areas, Lingnan characteristics, pastoral style, and Chinese charm”, promote the integrated development of port, industry, and city, accelerate the improvement of urban functions with a focus on the construction of three first – mover development zones, improve supporting public services such as education and medical care, further attract talents and increase population inflow, and build a modern new city suitable for living, working, and traveling.
We must strengthen the overall leadership of the Party and Party building, continuously use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build consensus and strengthen conviction, resolutely rectify the problems pointed out in the feedback of the central inspection teams, further consolidate Party organizations and build a strong team of officials, create a sound atmosphere of integrity and unity, encourage officials to take on responsibilities and pursue excellence in their work, and pool efforts to promote new achievements in the development and construction of Nansha. Currently, it is necessary to do a good job in various tasks at the end of the year and the beginning of the new year, attach great importance to safety and stability with a sense of responsibility that “we can never be too reassured”, effectively ensure people’s livelihood, take multiple measures to stabilize employment, enterprises, the market, and expectations, carefully plan the work for the next year, and make a solid start for the 15th Five – Year Plan period.
