On December 29, the 41st Meeting of the Standing Committee of the 16th Foshan Municipal People’s Congress was convened. Hu Tai, Director of the Municipal People’s Congress Standing Committee, presided over the meeting.
The meeting examined and adopted the Regulations on the Protection of Persons with Disabilities in Foshan. Focusing on strengthening the funding guarantee for the cause of persons with disabilities and improving medical services for them, the Regulations formulate specific measures to institutionalize and standardize the effective experience in advancing the cause of persons with disabilities across the city. This is conducive to better improving the quality of life of persons with disabilities and promoting their sharing in the fruits of economic and social development. In accordance with the relevant provisions of the Legislation Law, the Regulations will be submitted to the Standing Committee of the Provincial People’s Congress for review and approval before being promulgated in the form of an announcement by the Standing Committee of the Municipal People’s Congress. The meeting also conducted the first deliberation on the Draft Provisions on Fire Safety Management of Wholesale Markets in Foshan.
The meeting heard and deliberated the report of the Municipal People’s Government on the implementation of the 10 practical livelihood projects in 2025 and the arrangement of candidate practical livelihood projects in 2026, as well as the supervision reports of the relevant special committees of the Municipal People’s Congress and the relevant working committees of the Municipal People’s Congress Standing Committee on the implementation of the 10 practical livelihood projects of the Municipal People’s Government in 2025. Up to now, all the 10 practical livelihood projects in 2025 have been successfully completed, with some exceeding their targets. As for the candidate projects in 2026, 17 preliminary candidate practical livelihood projects have been studied and selected.
The meeting deliberated the report on the results of handling the proposal On Concentrating Efforts to Boost the City’s “High-quality Development of Modern Industries Led by Scientific and Technological Innovation” submitted by the Education, Science, Culture and Public Health Committee of the Municipal People’s Congress, and the report on the deliberation results of the proposal On Formulating the Regulations on Promoting Talent Development in Foshan submitted by the Social Construction Committee of the Municipal People’s Congress.
The meeting heard and deliberated the reports of the Municipal People’s Government and the Deputies Work Committee of the Municipal People’s Congress Standing Committee on the handling of proposals put forward by deputies at the Fifth Session of the 16th Municipal People’s Congress, as well as the reports of the Municipal Bureau of Industry and Information Technology, the Municipal Urban Management Bureau and the Municipal Health Commission on the handling of proposals put forward by deputies to the People’s Congress in 2025. Since the Fifth Session of the 16th Municipal People’s Congress, deputies to the Municipal People’s Congress have put forward a total of 132 proposals, covering high-quality economic development, improvement of people’s livelihood and well-being, and innovation in social governance. At present, the handling work has been successfully completed, with 98.48% of the deputies expressing satisfaction and 1.52% expressing basic satisfaction.
The meeting examined and adopted the report of the Municipal People’s Government on the third budget adjustment plan at the municipal level in 2025 and the review result report of the Financial and Economic Committee of the Municipal People’s Congress.
The meeting heard and deliberated the research report of the Urban Construction, Environmental Protection and Resources Committee of the Municipal People’s Congress Standing Committee on the construction of a “waste-free city”, the report of the law enforcement inspection group of the Municipal People’s Congress Standing Committee on inspecting the implementation of the Regulations of Guangdong Province on the Filing and Review of Normative Documents by the Standing Committees of the People’s Congresses at All Levels, and the report of the Credentials Committee of the Municipal People’s Congress Standing Committee on the qualification review of individual deputies. It also examined and adopted the Decision on Convening the Sixth Session of the 16th Foshan Municipal People’s Congress and the Decision on the Personnel to Attend and Be Invited to Attend the Sixth Session of the 16th Foshan Municipal People’s Congress as Non-voting Participants. Among them, the Sixth Session of the 16th Foshan Municipal People’s Congress will be held in early February 2026.
The meeting accepted Bai Tao’s resignation from the post of Mayor of the Foshan Municipal People’s Government and Bao Kui’s resignation from the post of Director of the Foshan Municipal Supervisory Commission.
The meeting deliberated and voted on a number of personnel appointment and removal matters. Li Liqun was appointed Deputy Director and Acting Director of the Foshan Municipal Supervisory Commission. Lin Kaijun was appointed Director of the Foshan Municipal Emergency Management Bureau. Xu Tong was removed from the post of Vice Mayor of the Foshan Municipal People’s Government, and Yan Xuefeng was removed from the post of Director of the Foshan Municipal Emergency Management Bureau. On behalf of the Municipal People’s Congress Standing Committee, Hu Tai presented the appointment certificates to the newly appointed personnel.
After completing all the agenda items, the meeting held a constitutional oath-taking ceremony. Witnessed by the members of the Municipal People’s Congress Standing Committee, the newly appointed personnel solemnly took the oath to the Constitution.
Liu Shan, Yang Yongtai, Jia Wei, Li Can and other members of the Standing Committee, as well as Wen Xi, a leading official of the city, Hu Zhichao, President of the Municipal Intermediate People’s Court, Guo Yu, Procurator-General of the Municipal People’s Procuratorate, responsible persons of the Municipal Supervisory Commission, the Municipal People’s Congress Standing Committee, relevant departments of the Municipal Government, and 5 deputies to the Municipal People’s Congress attended the meeting as non-voting participants.
