Winter and spring are prone to fire accidents. Learning lessons from fatal fire incidents across various regions, the Gaoming District Fire and Rescue Brigade, together with district-level departments including the Emergency Management Bureau and Housing and Urban-Rural Development Bureau, has recently carried out comprehensive fire safety inspections on more than 30 entities covering high-rise buildings, construction sites, and self-built houses in the jurisdiction, further consolidating the fire safety “firewall”.
This inspection covered all sub-districts and three towns in the district, focusing on key fire safety aspects of high-rise buildings, construction sites and self-built houses. The “inspection + training” approach was implemented simultaneously to fully enforce fire safety responsibilities and plug safety loopholes.
For high-rise buildings, the inspection team conducted a detailed check on the operation of core fire-fighting facilities and equipment, such as electric bicycle parking areas in residential compounds, fire alarm systems, fire pump rooms, and elevated water tank rooms. They also conducted on-site inspections to verify whether evacuation routes, safety exits, and fire engine access roads in the compounds were unobstructed; whether fire-fighting facilities and equipment were fully equipped, kept in good and effective condition; and whether regular maintenance of such facilities and equipment was carried out.

The inspection team conducted on-site tests on the linkage response effect of equipment including fire alarm systems and emergency public address systems in the residential compound. Targeting potential hazards identified during the inspection, they put forward rectification suggestions and ordered the relevant property management companies and responsible persons to fulfill their primary responsibilities and carry out immediate rectification.
At construction sites, the inspection team focused on key areas including fire safety, high-altitude operations, and special equipment management. They adopted a “on-site inspection + on-site guidance + immediate rectification” model to conduct a comprehensive investigation and remediation of potential safety risks. Combining “account review, on-site inspection, and detailed inquiry”, the team conducted an in-depth “health check” on the fire safety conditions of the construction sites. They also carried out a meticulous inspection of key areas such as material storage zones, construction access routes, and high-altitude operation areas.
A combustion test was conducted on the safety nets used at the construction sites to observe their flame-retardant performance on site, ensuring that no blind spots or omissions were left in every aspect of safety management.

For self-built houses, the key inspection items included: whether evacuation routes and safety exits were blocked by debris; whether there were illegal wire connections or overloaded power usage; whether fire-fighting facilities were equipped in accordance with regulations and kept in good and usable condition; and whether there were violations such as improper charging of electric bicycles and unregulated hot work operations. For the identified safety hazards, the inspection team required the relevant responsible persons to carry out on-site rectification or complete the rectification within a specified time limit, and conducted warning education for the house owners.

A person in charge of the Gaoming District Fire and Rescue Brigade stated that moving forward, the district will continue to deepen the multi-department joint operation mechanism, conduct regular joint fire safety inspections and “revisit” supervision, continuously expand the coverage of fire safety publicity, and promote the formation of a fire safety governance pattern featuring “departmental supervision, property responsibility, and resident participation”, so as to build a solid fire safety barrier for the people in the jurisdiction to live and work in peace and contentment.
