The conference was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It fully implemented the spirit of the 20th National Congress of the CPC, all plenary sessions of the 20th CPC Central Committee, and the Central Economic Work Conference. It also thoroughly studied and applied the spirit of General Secretary Xi Jinping’s series of important speeches and instructions on Guangdong and Guangzhou, and followed the arrangements set at the 8th Plenary Session of the 13th CPC Guangdong Provincial Committee and the Provincial Committee’s Economic Work Conference. The conference reviewed the work in 2025, analyzed the current situation, and mapped out the work plan for 2026. It was presided over by the Standing Committee of the CPC Guangzhou Municipal Committee. Feng Zhonghua, Secretary of the CPC Guangzhou Municipal Committee, delivered a report on behalf of the Standing Committee, while Sun Zhiyang, Deputy Secretary of the Municipal Party Committee and Mayor of Guangzhou, made specific arrangements for economic work广州市人民政府.
The conference reviewed two reports from the Standing Committee of the Municipal Party Committee, one on the efforts made in 2025 to convey, study and implement General Secretary Xi Jinping’s important speeches and instructions, and the other on the progress of Party building work in 2025. It also adopted the Resolution of the 11th Plenary Session of the 12th CPC Guangzhou Municipal Committee.
The conference pointed out that 2025 was an extraordinary year of great significance in the course of Guangzhou’s reform and development. Shortly after the successful conclusion of the 4th Plenary Session of the 20th CPC Central Committee, General Secretary Xi Jinping visited Guangdong and Guangzhou, attended the opening ceremony of the 15th National Games, and personally charted the course for Guangdong’s development during the 15th Five – Year Plan period. He expressed the hope that Guangdong would take the lead, set an example, shoulder major responsibilities, create new advantages, and achieve new breakthroughs. His visit gave the city the most sincere encouragement and the strongest guidance and support, injecting powerful momentum into opening up a new prospect for Guangzhou’s modernization drive. Over the past year, guided by General Secretary Xi Jinping’s series of important speeches and instructions on Guangdong and Guangzhou, the city fully implemented the decisions and arrangements of the General Secretary and the CPC Central Committee, earnestly followed the “1310” specific plan of the CPC Guangdong Provincial Committee and the “1312” ideas and measures of the CPC Guangzhou Municipal Committee. Focusing on the primary task of high – quality development, Guangzhou unswervingly relied on reform, adhered to opening – up, and pursued innovation. As a result, the city’s economic aggregate, scientific and technological strength, and industrial development reached new heights. It further advanced the development of the Guangdong – Hong Kong – Macao Greater Bay Area, successfully co – hosted the 15th National Games and the National Games for Persons with Disabilities and the National Special Olympic Games together with Hong Kong and Macao. It accelerated the construction of a modern people – centered city, strived to maintain overall social security and stability, deepened the development of socialist democratic politics, and steadily promoted the comprehensive and strict governance of the Party. The city made every effort to successfully complete the 14th Five – Year Plan, achieved positive results in various undertakings, and took new solid steps in the practice of Chinese – style modernization in Guangzhou.
The conference emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech at the Central Economic Work Conference. It called for an accurate grasp of the General Secretary and the CPC Central Committee’s scientific insight and strategic planning for the overall situation, and promoted Guangzhou’s modernization drive with a sense of responsibility to take the lead, set an example, and shoulder major responsibilities. The city must always keep in mind the mission and tasks entrusted by General Secretary Xi Jinping, take on more responsibilities and achieve greater results. It is essential to deeply understand the regular understanding of the “Five Musts” for doing economic work, further integrate learning with practice, enhance initiative, coordinate the solution to current and long – term development issues, better combine an effective market with a capable government, balance the accumulation of physical capital and human capital, and continuously open up new space for development. The city should have a comprehensive and accurate understanding of the domestic and international situation as well as its own position and role, further clarify its orientation and seize opportunities to forge ahead. It should give full play to its advantages such as the superposition of national strategies, abundant scientific and technological innovation resources, powerful hub functions, and vigorous market vitality, so as to consolidate and expand the steady and sound economic momentum. Efforts should be made to accurately grasp the overall requirements, policy orientation, and key tasks of economic work this year, focus on key areas, forge ahead with courage, adhere to the general principle of making progress while maintaining stability and improving quality and efficiency, emphasize adapting measures to local conditions and working in a down – to – earth manner, and strive for higher – quality, more resilient, and more sustainable development, so as to make greater contributions to the overall development of the whole country and the province.
The conference noted that 2026 marks the first year of the 15th Five – Year Plan. The conference arranged the economic work for 2026, stressing that it is necessary to fully implement the decisions and arrangements of General Secretary Xi Jinping and the CPC Central Committee on economic work, and earnestly follow the work requirements of the CPC Guangdong Provincial Committee and the Guangdong Provincial People’s Government. Emphasis should be placed on aligning with higher – level policies while adapting to local conditions, taking effective actions and following the trend, and promoting digital and intelligent empowerment while formulating policies based on different industries. Efforts should be made to consolidate existing strengths, enhance competitive edges, develop new growth areas, and make up for weaknesses, so as to strive for a good start for the 15th Five – Year Plan. It is crucial to step up efforts to expand domestic demand and strengthen the market, further develop Guangzhou into an international consumption center city, promote the early start, early commissioning and early effect – taking of key projects, boost the surge in industrial investment, effectively stimulate the vitality of private investment, carry out high – quality urban renewal, and continuously enhance the momentum of economic development. More efforts should be put into promoting innovation and strengthening driving forces, accelerate the realization of high – level scientific and technological self – reliance and self – improvement, strengthen the in – depth integration of scientific and technological innovation and industrial innovation, promote the upgrading and optimization of advanced manufacturing, and the innovative development of modern service industries, so as to consolidate and strengthen the foundation of the real economy. Taking the national comprehensive reform pilot for the market – oriented allocation of factors as the driving force, we should continuously optimize the business environment for industries, further promote the reform of the investment promotion system and mechanism, focus on carrying out activities to empower and improve the quality of enterprises, enhance the sustainable development capacity of fiscal and taxation, and continuously stimulate market vitality and social creativity. We should implement a combination of measures for the coordinated development of foreign trade, foreign investment, foreign economic cooperation, foreign – related talent introduction, and foreign – related exchanges and cooperation, promote the expansion and quality improvement of the pilot free trade zone, steadily expand institutional opening – up, maintain the scale and optimize the structure of foreign trade and foreign investment, upgrade the level of the international comprehensive transportation hub, and expand new space and advantages for international cooperation and competition. More efforts should be made to promote coordination and strengthen the driving force. We should further advance the development of the Guangdong – Hong Kong – Macao Greater Bay Area, thoroughly implement the “Hundreds of Towns, Thousands of Villages and Tens of Thousands of Enterprises Project”, effectively improve the level of key functional zones, vigorously develop the marine economy, and promote the coordinated development of urban and rural areas and different regions. It is necessary to step up efforts to promote low – carbon development and strengthen ecological protection, coordinate carbon reduction, pollution control, ecological expansion and economic growth, build a new energy system, improve the quality of the ecological environment, and enhance the momentum of green development. More efforts should be made to improve people’s well – being, promote high – quality and full employment, ensure the high – quality and balanced development of public services, and improve the multi – tiered social security system. We should strengthen risk prevention and security, guard against and defuse risks in key areas, continuously strengthen the guarantee for social security and stability, and promote the positive interaction between high – quality development and high – level security. We must seize the day and night to run the “first leg” well in the opening year, scientifically formulate work plans, roadmaps and timetables for various fields, proactively plan and reserve a number of new policies, new projects and new activities, strengthen economic analysis and regulation, and lay a solid foundation for the full – year success with a “good start” in the first quarter.
