In accordance with the unified arrangements of the CPC Central Committee as well as the work plans of the CPC Provincial Committee and the CPC Municipal Committee, the Chinese People’s Political Consultative Conference (CPPCC) Guangzhou Municipal Committee held a lecture on studying and implementing the spirit of the Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee on the morning of November 7. Li Yiwei, Secretary of the Leading Party Members’ Group and Chairman of the Guangzhou Municipal CPPCC, delivered a keynote lecture, while Wu Yanjun, Vice Chairman of the Guangzhou Municipal CPPCC, presided over the meeting.
Li Yiwei emphasized that the Fourth Plenary Session of the 20th CPC Central Committee is an extremely significant meeting convened at a crucial stage when efforts are being made to lay a solid foundation and push forward all-round efforts for basically realizing socialist modernization. We must take the in-depth study, publicity and implementation of the spirit of the session as a major political task at present and in the period ahead. We should strive to gain a thorough understanding of the session’s core essence and rich connotations, effectively align our thinking and actions with the session’s spirit, deeply comprehend the decisive significance of the “Two Affirmations”, enhance the “Four Consciousnesses”, strengthen confidence in the “Four Matters of Confidence”, and fulfill the requirements of the “Two Upholds”.
Li Yiwei stressed that the Proposal adopted at the session clearly puts forward the guiding ideology and fundamental principles for economic and social development during the 15th Five-Year Plan period, and scientifically sets the main development goals in various fields. These initiatives are formulated by the CPC Central Committee based on an overall perspective, taking full account of the strategic requirements for basically realizing socialist modernization and the general development trend of China in the next five years. We must deeply grasp their rich implications and practical requirements, and consciously implement these requirements in all aspects and the whole process of the CPPCC’s performance of its duties.
Li Yiwei highlighted the need to integrate the study and implementation of the session’s spirit with the in-depth understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The session covers a major theme with rich content and profound implications. The guiding ideology, fundamental principles, objectives, strategic tasks and key measures expounded at the session fully embody Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, embodying the stance, viewpoints, methodologies and practical requirements of this thought. Only by thoroughly studying and understanding Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era can we truly grasp and implement the spirit of the session. We should focus on problem – solving and practical results, closely link the work with Guangzhou’s actual development and the specific practices of the CPPCC in performing its duties. We should more consciously use scientific theories to guide practice and effectively translate the achievements of learning into practical work in fulfilling our responsibilities.
Li Yiwei required that the CPPCC should give full play to its role as a specialized consultative body and better exert the function of the patriotic united front to implement the spirit of the session into its daily work. Adhering to the principle of centering on the core tasks and serving the overall development situation, we should strengthen ideological and political guidance, build broad consensus, and guide CPPCC members at all levels in the city as well as people from all sectors of society to strengthen confidence and resolve. We should conduct in-depth research and consultations, put forward targeted suggestions and advice, so as to unite people, build consensus, pool wisdom and gather strength for the scientific formulation and implementation of Guangzhou’s 15th Five-Year Plan.
