Promote the Capacity Expansion and Development of Modern Commerce and Trade
On the afternoon of December 25, Sun Zhiyang, Mayor of Guangzhou, presided over an executive meeting of the municipal government. The meeting thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council, as well as the work requirements of the provincial Party committee and the provincial government, and deliberated on and arranged the development of modern commerce and trade, legislation on artificial intelligence, legal aid and other work.
The meeting studied the relevant measures to accelerate the development of modern commerce and trade. It stressed that efforts should be made to advance the construction of an international consumption center city and a pilot city of the national modern commercial and trade circulation system in a coordinated manner, thoroughly carry out special actions to boost consumption, vigorously cultivate a number of leading commercial and trade enterprises oriented to the whole country and radiating the globe, build an international innovation center for industrial and supply chains, and continuously create new advantages for Guangzhou as an international commercial and trade center. We should closely integrate investment in tangible assets with investment in human capital, seize the development opportunities in service consumption, digital consumption and other sectors, strengthen coordinated linkage, carry out a series of innovative work including enterprise incubation, platform construction and brand building, continue to foster a business environment that appeals to both local and foreign investors, and provide strong support for enterprises to grow stronger and bigger.
The meeting deliberated on the Regulations of Guangzhou Municipality on the Promotion of Artificial Intelligence Development and agreed to submit it to the Standing Committee of the Municipal People’s Congress for deliberation. It emphasized that high priority should be attached to legislation on artificial intelligence, and the advantages of Guangzhou, which boasts abundant application scenarios of artificial intelligence and concentrated data resources, should be translated into institutional strengths, so as to provide a Guangzhou Model for the implementation of the national artificial intelligence strategy. We should adhere to a practice-oriented approach, further open up distinctive advantageous scenarios, and establish a dynamic update mechanism for the scenario catalogues. We must equally prioritize development and security, implement the principle of inclusive and prudent regulation, and ensure effective and sound regulation. Simultaneous efforts should be made to formulate supporting policies, increase support in talent development, finance, industrial parks and enterprise incubation, and foster a first-class industrial ecosystem for the development of the artificial intelligence industry.
The meeting deliberated on the Revised Draft of the Measures for the Implementation of Legal Aid in Guangzhou Municipality. It pointed out that strengthening and improving legal aid work is an important measure to safeguard the fundamental interests of the people and advance the construction of a law-based government. We shall organize and carry out the publicity and implementation of the new measures, improve the quality management system, optimize the lawyer assignment mechanism, strengthen the management of practitioners, and strive to raise the quality of legal aid case handling, so that the people can more tangibly experience judicial justice. We should strengthen the guidance and supervision over legal aid institutions at all levels, improve service quality through brand building, and create distinctive experience and benchmark brands of legal aid with national influence. Greater care and support should be given to people in difficulties; we should make full use of the diversified dispute resolution mechanism, promptly resolve conflicts and problems, and enhance the efficiency of grassroots governance.
