To Promote the Transformation and Implementation of More Scientific and Technological Achievements in Guangzhou
On the afternoon of January 7, Sun Zhiyang, Mayor of Guangzhou, presided over the standing meeting of the municipal government. The meeting thoroughly implemented the decision-making arrangements of the Party Central Committee and the State Council as well as the work requirements of the provincial Party committee and the provincial government, and studied and arranged the work including accelerating the pilot program of “Subsidy Conversion to Investment” for the transformation of scientific and technological achievements and the planning of outdoor advertisements.
The meeting examined the Measures for the Pilot Program of “Subsidy Conversion to Investment” for the Transformation of Scientific and Technological Achievements in Guangzhou (Trial Implementation). The meeting emphasized that it is necessary to continuously promote the reform of the institutional mechanism for the transformation of scientific and technological achievements, explore support models such as “Investment First and Equity Conversion Later” and “Subsidy Conversion to Investment”, optimize the investment method of fiscal funds, guide the coordinated follow-up of diversified social capital, and promote the transformation and implementation of more high-quality scientific and technological achievements in Guangzhou. It is required to highlight the market-oriented selection orientation, establish an evaluation system where the value of technology is determined by supply and demand relations, focus on supporting scientific and technological projects with good transformation prospects, and cultivate more hard-tech start-ups. It is essential to improve the efficiency of the use of fiscal funds, strengthen the performance-oriented approach, replace the “broad-brush irrigation” with “targeted drip irrigation”, and ensure that “good steel is used on the blade and money is spent where it is most needed”. It is also necessary to standardize the fund management process, establish and improve the error tolerance and correction mechanism, perfect the investment exit mechanism, ensure the safe use of fiscal funds, and realize the accumulative and recyclable investment of fiscal funds.
The meeting studied the relevant planning work of urban outdoor advertisements.
