On the morning of December 29, the People’s Government of Guangzhou Municipality and the People’s Government of Haikou Municipality signed a Strategic Cooperation Framework Agreement in Guangzhou. Sun Zhiyang, Mayor of Guangzhou, and Zhang Yong, Mayor of Haikou, held a working meeting and jointly witnessed the signing of the agreement. Lai Zhihong, Vice Mayor of Guangzhou, and Lv Xiaolei, Vice Mayor of Haikou, signed the agreement on behalf of both sides.
This agreement represents a concrete step taken by the two cities to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and to carry out the strategic arrangements of the CPC Central Committee for the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port. Both sides stated that taking this agreement as a new starting point, they will leverage the comparative advantages of Guangzhou as a national central city and Haikou as a core leading area of the Hainan Free Trade Port, focus on high-standard opening-up, deepened industrial cooperation, convenient and efficient infrastructure connectivity, and the co-construction and sharing of high-quality public services, and work together to promote policy alignment and the efficient flow of resource factors. This will help drive high-level coordinated opening-up between the Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port, jointly explore new paths for high-quality development, and contribute a model example of regional linkage to the implementation of national strategies.
Under the agreement, the two sides will conduct all-dimensional, in-depth, and diverse cooperation in areas such as the linked development of the Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port, co-construction of industrial parks, infrastructure connectivity, low-altitude economy and energy cooperation, coordination between biomedicine and digital economy, cultural and tourism exchanges and scientific and technological innovation, sharing of educational and medical resources, and optimization of the business environment. They will jointly promote high-standard opening-up, industrial collaborative innovation, and the integration of public services to achieve high-quality regional development.
