Accurate Implementation of Multiple Informed Commitment System Measures Improving Quality and Efficiency of Services for People and Enterprises

In recent years, the Guangzhou Municipal Bureau of Planning and Natural Resources has focused on the reform goal of “streamlining certification procedures to facilitate the public and improving quality and efficiency”. Centering on the pain points in people’s administrative procedures and the development challenges faced by enterprises, it has accurately launched a series of informed commitment system initiatives, including mortgage registration of under-construction projects, non-notarized inheritance registration, and phased planning registration of underground parking garages. By replacing cumbersome certifications with “credit commitments”, the bureau has continuously optimized the real estate registration service process, effectively unleashed the dividends of reform, and boosted the continuous upgrading of the business environment.

Focusing on the high-frequency needs of people’s livelihood, the bureau has solved the difficulties in obtaining certificates for inheritance registration. In view of the pain point that kinship certificates and death certificates required for non-notarized inheritance registration are difficult to obtain due to the long time elapsed and institutional changes, the Municipal Bureau of Planning and Natural Resources has fully implemented the informed commitment system for non-notarized inheritance registration. It has clearly stipulated that for objective difficulties such as the lack of death certificates of the decedent’s parents and minor inconsistencies in the records of kinship materials, applicants are allowed to submit a written commitment stating that they have exhausted all means of obtaining evidence and will bear legal liabilities for false commitments, which can replace the relevant certificates for completing registration procedures. By simplifying the submission of materials and compressing the review links, the business processing cycle has been greatly shortened, effectively solving the trouble of people “running back and forth and facing difficulties in providing evidence”, enabling the real estate inheritance rights and interests to be realized quickly. Up to now, thousands of related businesses have been efficiently handled, winning wide recognition from the public.

Accurately meeting the needs of enterprises, the bureau has smoothed out the bottlenecks in underground parking garage registration. Aiming at the problem that the confirmation and registration of underground parking garages are delayed due to the incomplete parking space marking, the Municipal Bureau of Planning and Natural Resources has innovatively implemented the informed commitment system for phased verification of planning conditions and confirmation registration of underground parking garages. Construction units are allowed to temporarily not clear the site, flexibly divide the area with fire compartments as the minimum actual measurement unit, and apply for phased verification of planning conditions and confirmation registration under the informed commitment system. After the verification of planning conditions for the last phase of the project is completed, the subdivision (change) and transfer registration of parking spaces will be handled. This measure has significantly shortened the registration cycle and further reduced the time and capital costs of enterprises.

Improving the closed-loop supervision mechanism, the bureau has built a solid defense line for registration security. The Municipal Bureau of Planning and Natural Resources has strictly defined the scope of application of the informed commitment system, clarifying that those with serious bad credit records, such as persons subject to enforcement for breach of trust, those who have made false commitments or provided false materials to apply for real estate registration, are not eligible to apply the informed commitment system, thus avoiding registration risks from the source. A full-chain management system of “commitment-verification-supervision-punishment” has been established. By randomly selecting a certain proportion of approved registration cases to verify the applicants’ commitments, collecting and submitting credit commitment information, and publicizing it on the “Credit Guangzhou” website, the bureau ensures the standardized and orderly implementation of the policy. Meanwhile, it continues to expand the application scenarios of the informed commitment system, optimize the service guidelines and commitment letter templates, publicize the policy through multiple online and offline channels, guide the public and enterprises to keep their promises, and promote the transformation of government services from “processing with complete materials” to “convenient processing based on credit”.

In the next step, the Municipal Bureau of Planning and Natural Resources will continue to deepen the reform of the informed commitment system, focus on the urgent and difficult problems of the public and enterprises, continuously refine service measures, expand the coverage of applicable items, and strengthen the implementation of policies. With more accurate services and more efficient processes, it will continuously improve the convenience and sense of gain in real estate registration, providing solid support for optimizing the city’s business environment and serving the high-quality economic and social development.
