On December 24, an expanded meeting of the Standing Committee of the CPC Guangzhou Municipal Committee was held to further study and implement the spirit of General Secretary Xi Jinping’s series of important speeches and instructions on Guangdong and Guangzhou, earnestly follow the spirit of the Guangzhou Leading Cadres’ Conference, and deliberate on the city’s measures for implementation. The meeting was presided over by Feng Zhonghua, Secretary of the CPC Guangzhou Municipal Committee.
The meeting pointed out that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has inspected Guangdong and Guangzhou on multiple occasions. At every crucial moment and key juncture, he has promptly provided guidance and charted the course for us. In November this year, shortly after the successful conclusion of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the General Secretary once again visited Guangdong and inspected Guangzhou in person. He guided us meticulously in grasping the overall situation and trends, and planning for the 15th Five-Year Plan development, pointing out the way forward and providing fundamental guidelines for us to complete this crucial stage successfully and strive to create a new situation in modernization drive. The CPC Guangdong Provincial Committee attaches great importance to Guangzhou’s work and has high expectations for it. Huang Kunming, Secretary of the CPC Guangdong Provincial Committee, attended the Guangzhou Leading Cadres’ Conference, leading us to deeply understand the spirit of General Secretary Xi Jinping’s important speeches and instructions, fully affirming Guangzhou’s achievements in high-quality development. He urged us to shoulder the arduous historical mission, accelerate our pace and achieve excellent results in this crucial stage, continue to serve as the pacesetter, bellwether and locomotive, and effectively lead us to take the lead, set an example and shoulder the main responsibilities in advancing Chinese modernization. All departments at all levels must keep the entrustment in mind, forge ahead with gratitude, effectively unify their thinking and actions with the decisions and arrangements of General Secretary Xi Jinping and the CPC Central Committee, and earnestly implement the work requirements of the CPC Guangdong Provincial Committee and the Guangdong Provincial People’s Government. Focusing on the direction of national strategies, changes in the contemporary environment, and sources of momentum and vitality, we must adhere to the consistent long-term plan, make greater efforts, continue to strive, go all out for development, pool efforts to create a new situation, promote all undertakings in Guangzhou to gain new advantages and achieve new breakthroughs, accelerate the realization of the new vitality of an old city and “new progress and achievements in four aspects”, and continue to play the role of bellwether and locomotive in high-quality development. We must resolutely uphold the “Two Establishments” and firmly implement the “Two Safeguards” through concrete actions.
The meeting emphasized that we must firmly shoulder the missions and tasks entrusted by General Secretary Xi Jinping and the CPC Central Committee, strengthen our sense of responsibility and urgency to seize the day and night, stay focused, and steadily promote various undertakings in Guangzhou. With tangible results in high-quality development and modernization drive, we should provide stronger support for the overall development of the whole country and the province. We should take on new responsibilities and make new achievements in shouldering the main responsibilities as a major economic city. Earnestly implement the arrangements and requirements of the Central Economic Work Conference, strengthen and intensify the coordination of economic operations, take multiple measures to stabilize employment, enterprises, the market and expectations, consolidate and expand the momentum of steady economic growth, and ensure a “good start” in the first quarter of next year and steady progress throughout the year. We should take on new responsibilities and make new achievements in advancing the development of the Guangdong – Hong Kong – Macao Greater Bay Area. We must firmly focus on Nansha as the key strategic fulcrum, deepen comprehensive cooperation between Guangdong, Hong Kong and Macao oriented towards the world, and drive the comprehensive deepening of reform, expansion of opening – up and bold innovation. We should take on new responsibilities and make new achievements in building a modern industrial system. Adhere to the principle of prioritizing industries and building the city through manufacturing, attach equal importance to industry and commerce, accelerate the construction of the “12218” modern industrial system, promote the mutual promotion and enhancement of industrial development and scientific and technological progress, and develop and strengthen new quality productive forces. We should take on new responsibilities and make new achievements in promoting the intensive urban development. Accelerate the progress of the “Hundred – Thousand – Ten Thousand Project”, steadily advance urban renewal and the renovation of urban villages, enhance the capacity level of the international comprehensive transportation hub, and build a beautiful and green Guangzhou with high quality. We should take on new responsibilities and make new achievements in promoting the coordinated development of material and cultural – ethical progress. Inherit the thousand – year – old urban context, cultural context and commercial context, promote the coordinated development of cultural undertakings and cultural industries, and build an important window demonstrating the modern civilization of the Chinese nation. We should take on new responsibilities and make new achievements in ensuring and improving people’s well – being. Improve the mechanism for high – quality and full employment, run education that satisfies the people at a high level, promote the construction of a healthy Guangzhou with high standards, and take solid steps towards common prosperity for all people. We should take on new responsibilities and make new achievements in balancing development and security. Fully implement the overall national security concept, prevent and resolve major risks, strengthen and innovate social governance, and make every effort to ensure the safety of people’s lives and property and the stability of the overall social situation. We should strengthen the overall leadership of the Party and Party building, clearly prioritize political integrity, strictly abide by political disciplines and rules, earnestly rectify problems identified in inspections with firm resolve, strengthen Party building – led community governance, and unremittingly improve work style, enforce discipline and combat corruption. We will foster a sound political ecosystem to guide the formation of a positive social atmosphere. Leading cadres at all levels must set an example, always strengthen political loyalty, adhere to solid work, keep a firm commitment to serving the people, resolutely shoulder political responsibilities, and always exercise strict self – discipline. They should lead the whole city to carry forward the spirit of courage, insight and foresight, and be committed to forging ahead, innovating and working diligently, so as to strive for a new situation in Guangzhou’s modernization drive.
The meeting conveyed the spirit of the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on Doing a Good Job in Relevant Work During the 2026 New Year and Spring Festival. It emphasized that more efforts should be made to balance development and security at key time nodes. All departments at all levels in the city must effectively raise their political standing, enhance bottom – line thinking and extreme thinking, and with a sense of responsibility that “we can never be at ease”, go all out to ensure people’s livelihood, supply, smooth flow and safety. We should care about the production and life of people in difficulty, expand the supply of high – quality goods and services, innovate diversified consumption scenarios, and enrich people’s spiritual and cultural life. We should strengthen work safety and public security prevention and control, tighten safety management in key industries and fields such as road traffic, construction, urban gas, as well as in crowded places and large – scale public activities, resolutely hold the bottom line of safety, and ensure that citizens and residents have a happy, safe and peaceful holiday. We should strictly implement the spirit of the Central Eight – Point Regulation and its detailed rules for implementation, continuously correct unhealthy tendencies and foster a new work style, strictly abide by the red line of discipline, and guide the social ethos to be positive and healthy with a fine Party style.
