
The Financial Services and the Treasury Bureau (FSTB) stated that the disciplinary investigation into the bottled drinking water procurement incident was recently completed. The government is now reviewing the contents of the investigation report and consulting the Department of Justice to determine the disciplinary actions to be taken. The relevant results will be announced as soon as possible, expected to be finalized within next month, and then released together with the report of the Task Force on Reviewing Government Procurement Mechanisms for a comprehensive summary.
Today, the FSTB issued a progress report on the work of the Task Force and the disciplinary investigation. After the Task Force led by the Secretary for Financial Services and the Treasury, Mr. Christopher Hui, announced and implemented a series of preliminary measures in October to enhance fraud prevention, it has continued to explore further optimization measures and completed the review of the current government procurement system.
The Government Logistics Department (GLD) today launched an open tender for the bottled drinking water supply contract for government offices on Hong Kong Island and some outlying islands. In accordance with the new guidelines issued in October, this tender has strengthened requirements in all stages including tender document preparation, tender evaluation and contract management, to help procurement personnel more effectively prevent fraudulent acts and select suppliers with sufficient capability to stably supply bottled drinking water in accordance with the contract terms.
