On the afternoon of December 9th, the Health Bureau of Huicheng District convened a conference on safety prevention work for the health system during the year – end and year – beginning period. The conference was presided over by Zhan Ruan, Deputy Director of the District Health Bureau. More than 50 participants attended the meeting, including the person in charge of the Bureau’s Safety Office, and the principal responsible persons of all public medical and health institutions (including private hospitals) as well as nursery institutions.
At the conference, all participants studied and implemented the spirit of General Secretary Xi Jinping’s important instructions and remarks on disaster prevention and relief as well as the fire incident in Hong Kong. Drawing lessons from the major fire accident that occurred in Hong Kong on November 26th, they analyzed and assessed the situation of work safety and fire prevention and control in the health system, and made it clear that a comprehensive investigation and rectification of potential work safety hazards should be carried out. The Third People’s Hospital of Huizhou City, Sandong Town Health Center, Huikang Hospital and Jiangbei Community Health Service Center delivered work reports respectively.
The conference emphasized that the period from year – end to year – beginning is a high – incidence period for fires. As a key industry with dense crowds and concentrated flammable and explosive materials, the health system must maintain a high level of vigilance and make advance arrangements. All institutions should strictly implement the arrangements made by the work safety committees at the national, provincial and municipal levels and fire rescue authorities. They must profoundly learn lessons from major and extraordinary fires across the country, re – mobilize efforts, refine fire prevention and control work for the winter and spring seasons, and resolutely uphold the bottom line of “preventing mass casualties and heavy property losses”. This will build a solid safety barrier for the successful conclusion of the 14th Five – Year Plan and ensure that the general public can spend the holidays safely.
In the end, Zhan Ruan arranged the phased work of work safety and fire safety in the district’s health system and put forward three requirements. First, effectively raise political standing, keep the string of fire safety tight at all times, earnestly implement various safety measures, and strictly prevent accidents. Second, focus on key links, fully implement fire prevention and control measures, strengthen the investigation of potential hazards, realize the dynamic elimination of hidden risks, tighten the prevention network, create a strong publicity atmosphere, and improve emergency plans and on – duty systems. Third, consolidate and enforce responsibilities to ensure that all measures are effectively put into practice.
