Huicheng District: Responding to the People’s Needs, Transforming Idle Vacant Land into Beautiful Spaces

Huicheng’s resettlement office, via Party-led village co-construction, turned Rengbei Village’s idle land into a multi-functional leisure square, fulfilling residents’ demands and verifying the effectiveness of livelihood support policies for rural betterment.

The Party-building-led “Hundred Villages Co-construction” initiative is an important measure to advance the implementation of the “Hundred Counties, Thousand Towns, Ten Thousand Villages High-quality Development Project” in depth. How to carry out “co-construction” and where to start? At the beginning of this year, these issues were on the agenda of the Party Leadership Group Meeting of the Huicheng District Resettlement Office. After research and analysis, the Party Leadership Group of the District Resettlement Office decided to take people’s livelihood projects as the entry point, and led teams to Rengbei Village, Ruhu Town (the paired co-construction village) for many times to hold forums and conduct field visits with village “two committees” cadres, Party members, and villager representatives, listening to the voices of resettled residents. It was learned that the top concern and expectation of the resettled villagers this year is that higher-level departments can find ways to raise funds to build a relatively well-equipped leisure and entertainment square for them.

Responding promptly to the people’s calls. Based on the actual situation of the project site and the demands of the resettled residents, the District Resettlement Office organized joint demonstrations with multiple parties including the Ruhu Town Government, Rengbei Village Committee, construction parties, designers, and supervisors, and finally determined a feasible project plan. The main construction contents of the project include the improvement of landscape greening such as a leisure square, an elderly fitness area, a children’s activity area, a basketball court, an under-forest leisure space, and a parking lot.

After half a year of efforts, the once idle land has been beautifully transformed. Today, it has become a leisure haven for uncles and aunts to take walks, chat, and dance square dances, a joyful ocean for children to play and frolic, and a decompression spot for young people to play basketball and sweat after work. Here, we can see the resettled residents’ yearning for a better life, and more directly verify the effectiveness of the implementation of the follow-up support policies, demonstrating the people’s livelihood temperature and governance concept of “responding to the people’s needs as soon as they are raised”.

Moving forward, the District Resettlement Office and Rengbei Village Committee of Ruhu Town will continue to follow the work requirements of the Party-building-led “Hundred Villages Co-construction” initiative, continuously promote the Party building and grassroots governance of Rengbei Village, and make due contributions to supporting the high-quality development of Huicheng and building a beautiful countryside.
