On December 4th, the 2025 Winter Action Mobilization and Deployment Meeting for Governing Wage Arrears of Huidong County was held at the County Cultural Center. Lin Jinlai, Member of the Party Leadership Group and Deputy County Mayor of the County Government, attended the meeting and delivered a speech. Member units of the County Leading Group for Eradicating Migrant Workers’ Wage Arrears, as well as the responsible leaders and professional staff in charge of the work from all towns and sub-districts, participated in the meeting.

The meeting conveyed and studied the spirit of the provincial and municipal meetings on the winter action for governing wage arrears, informed the progress of the county’s work in eradicating wage arrears since the beginning of this year, conducted an in-depth analysis of the current situation, prominent problems and potential risks in the work, and made a comprehensive deployment for the winter action of governing wage arrears.

The meeting pointed out that since the beginning of this year, the whole county has steadily promoted the work of eradicating wage arrears, with a total of more than 300 employing units inspected, over 2,700 wage arrears cases resolved, and about 154 million yuan in wages recovered for 13,700 workers, achieving phased results in governing wage arrears. However, it must be clearly recognized that affected by multiple factors, the current task of governing wage arrears remains arduous. All levels and departments of the county must, from the height of emphasizing politics, considering the overall situation, safeguarding people’s livelihood and promoting stability, deeply understand the extreme importance and practical urgency of the current wage arrears governance work, resolutely abandon any slack mentality and fear of difficulties, and take strong measures to effectively consolidate the defense line of social stability.

The meeting required that we must adhere to the bottom line of “clearing existing arrears, strictly controlling new arrears, and realizing dynamic zero clearance”, resolutely prevent major group incidents or extreme events caused by wage arrears, focus on key points, make precise efforts, and promote the special action to achieve practical results. First, we should deepen the investigation of potential risks and consolidate the source defense line. Establish a dual prevention mechanism of risk classification and control as well as hidden danger investigation and management, formulate the List of Wage Arrears Risk and Hidden Danger Investigation, and implement the “weekly investigation, weekly summary, weekly scheduling” mechanism. Second, we should deepen the governance of key fields and fight a “tough battle” in key battlefields. Highlight the focus on the engineering construction field, compact the industry supervision responsibility, ensure the full coverage and full implementation of the wage payment guarantee system, and severely crack down on illegal contracting, subcontracting, affiliation and other behaviors. Third, we should deepen the disposal of wage arrears cases and strive to achieve “dynamic zero clearance”. Adhere to equal emphasis on mediation and law enforcement, strengthen judicial linkage and law enforcement deterrence, achieve “eliminating new arrears, resolving existing arrears, and imposing strict investigation and severe punishment”, and ensure the early payment of wage arrears. Fourth, we should deepen the monitoring and disposal of public opinion and improve work efficiency. Make good use of the wage arrears clue platforms at all levels, strengthen early warning and judgment, establish a rapid disposal mechanism for major public opinion “without delay overnight”, conduct targeted investigation and special governance on projects with concentrated petition clues, and effectively respond to the concerns of the masses.

The meeting emphasized that eradicating wage arrears is an important livelihood project and a project to win people’s hearts. The whole county should further consolidate the territorial responsibility, industry supervision responsibility and enterprise main responsibility, strengthen publicity and guidance as well as warning education, implement follow-up supervision and serious accountability, build a work pattern of “connecting up and down, coordinating left and right”, and strive to create a social atmosphere of “cannot default, dare not default, and do not want to default”, so as to ensure that all deployments are implemented and effective.

At the meeting, relevant units such as the County Housing and Urban-Rural Development Bureau, Huangbu Town and Baihua Town reported and exchanged their experience and practices in eradicating wage arrears and their next-step plans.
