Recently, Huiyang Branch of Huizhou Municipal Bureau of Ecology and Environment (hereinafter referred to as “Huiyang Branch”) held a thematic meeting combined with an expanded meeting of the Theoretical Learning Center Group of the Party Leadership Group. The meeting thoroughly studied and grasped the spirit of the important speeches and instructions delivered by General Secretary Xi Jinping during his inspection tour of Guangdong and his attendance at the opening ceremony of the 15th National Games. It also systematically studied and implemented the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. Furthermore, it formulated plans for the ecological protection work during the 15th Five-Year Plan period in light of the actual situation of ecological conservation in Huiyang. Dong Bin, Secretary of the Party Leadership Group and Director of the branch, presided over the meeting and delivered a speech on work arrangements. Members of the branch’s leading team as well as cadres and staff above the middle management level attended the meeting.
I. Guide Thinking through Learning and Maintain the Correct Political Orientation
The meeting in-depth studied General Secretary Xi Jinping’s earnest expectation for Guangdong to “take the lead in advancing the construction of Chinese – style modernization” and the important concept of “hosting a green, inclusive, open and honest sports event”. It also systematically understood the major arrangements of the Fourth Plenary Session, such as “accelerating the comprehensive green transition of economic and social development” and “building a Beautiful China”. The meeting emphasized that it is essential to adhere to integrated learning and achieve a holistic understanding. Efforts should be made to continuously strengthen the “Four Consciousnesses”, consolidate the “Four Matters of Confidence”, and fulfill the “Two Upholds”. It is crucial to effectively transform the achievements of learning into a strong driving force for promoting the construction of ecological civilization in Huiyang.
II. Promote Implementation through Action and Focus on Regional Execution
Centering on the mission of “taking the lead”, the meeting proposed to empower overall regional governance with the experience gained from the “Green National Games”. It focused on key tasks including ozone pollution prevention, Danshui River regulation and soil risk control, and committed to further advancing the tough battle against pollution. While coordinating high – quality development and high – standard ecological protection, the meeting stressed optimizing the environmental impact assessment services for major projects and promoting the green and low – carbon transformation of industries. Meanwhile, it called for improving the cross – regional collaborative governance mechanism, strengthening intelligent supervision and law enforcement efficiency, and accelerating the establishment of a modern environmental governance system.
III. Pursue Practical Results and Strengthen Responsibility in Performing Duties
The meeting clarified three implementation mechanisms. Firstly, deepen the learning mechanism to achieve full coverage of all staff through the guided learning by the central group and the thematic research – based learning by party branches. Secondly, adopt list – based management, transform the arrangements of the plenary session into task lists, and promote the tasks in a project – oriented manner with phased scheduling. Thirdly, strengthen the development of work style, carry forward the spirit of “forging ahead, innovating and acting proactively”, cultivate a high – caliber and pragmatic environmental protection team, so as to ensure that all arrangements are effectively implemented.
With a strong momentum for forging ahead on the long journey and a heavy responsibility to shoulder, we set off again. Huiyang Branch will adopt a higher standing, more practical measures and stricter work style to strive to create a new chapter in ecological protection in Huiyang and lay a solid ecological foundation for the high – quality development of the region.
