During the 15th National Games of the People’s Republic of China, the Huiyang Branch of Huizhou Municipal Bureau of Ecology and Environment set the goal of “zero pollution and full air quality excellence”. It made systematic plans, implemented precise policies, strengthened supervision and control, and fully ensured the ambient air quality for the Games. Since the opening ceremony of the National Games, the excellent air quality rate in Huiyang District has reached 100%, with no polluted weather recorded, contributing Huiyang’s efforts to the “National Games Blue”.
1. High-Level Overall Planning and Strong Deployment: Making the First Move in Coordinated Operations
A sound list of air pollution source control measures for air quality protection in Huiyang District was established in advance, providing data support for the list-based source control during the Games. Special deployment meetings were held multiple times to refine and decompose various air quality protection measures for the event, forming a working pattern of “main leaders taking personal charge, deputy leaders in charge of specific implementation, and departments and offices collaborating closely”. Meanwhile, it took the lead in issuing the Notice on Ensuring the Ambient Air Quality for the 15th National Games and the 12th National Paralympic Games and 9th National Special Olympic Games, clarifying the specific responsibilities of relevant units in the district in fields such as industrial emission reduction, dust control, mobile source management, and non-point source pollution prevention and control. A regional joint prevention and control mechanism as well as an inter-departmental linkage mechanism were established to ensure that all measures are implemented effectively.
2. Joint Prevention and Control to Gather Synergies: Weaving a Tight Network for Pollution Prevention
On the basis of implementing regular measures during the Games, special personnel were assigned to closely monitor the provincial information-based command and dispatch platform. When pollution response notifications were pushed by the platform, they were quickly responded to and forwarded to the district’s air pollution prevention and control work group in a timely manner, along with updates on the predicted air quality and pollution diffusion trends in the coming days, achieving real-time information sharing. Upon receiving the joint prevention and control pollution response instructions, all units immediately organized forces to carry out relevant work and promoted pollution prevention and control in accordance with the established work plan. Once verification clues were issued by the dispatch platform, special personnel were immediately sent to the scene to conduct verification, handle issues, and provide feedback at the first time, ensuring rapid response and effective implementation.
3. Inspection and Supervision to Stay Vigilant: Building a Solid Barrier for Emission Reduction Effectiveness
To ensure that all emission reduction measures during the joint prevention and control period are fully implemented without compromise, municipal and district ecological and environmental departments jointly set up a special inspection team. The team provided assistance and guidance to key locations such as major enterprises and construction sites, supervised the rectification of identified problems, and continuously consolidated the effectiveness of emission reduction.
Moving forward, the Huiyang Branch will continue to deepen the battle for blue skies, consolidate the achievements of air quality protection for the National Games, fully promote the ecological construction of Green and Beautiful Guangdong, and strive to turn the “National Games Blue” into a normalized “Happiness Blue”!
