On the morning of November 27th, the Urban Management and Law Enforcement Bureau of Huiyang District convened a conference for all its cadres and employees. The meeting focused on studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the important speeches and instructions made by General Secretary Xi Jinping during his inspection tour in Guangdong and his attendance at the opening ceremony of the 15th National Games, as well as the relevant arrangements and deployments from the provincial, municipal and district governments.
The conference pointed out that all cadres and employees must conduct in-depth study and thorough comprehension to accurately grasp the core essence of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. They should closely integrate this spirit with the important speeches and instructions of General Secretary Xi Jinping during his inspection in Guangdong, and effectively align their ideological understanding and practical actions with the decisions and arrangements of the Party Central Committee. By strengthening political guidance to consolidate the ideological foundation for law enforcement and prioritizing political development, the Bureau shall adopt a comprehensive learning model including thematic research sessions by Party branches, self-directed learning by Party members and seminars among young staff. It aims to guide all cadres and employees to deeply understand the decisive significance of the “Two Establishments”, enhance their “Four Consciousnesses”, strengthen their “Four Matters of Confidence”, and uphold the “Two Maintenance”. This ensures that law enforcement work proceeds in the correct direction, upholding the bottom line of the rule of law while embodying care for people’s livelihood.
The conference emphasized that all cadres and employees should base their work on practical job responsibilities, and transform the achievements of studying and implementing the relevant spirits into tangible results in promoting work. They should make every effort to improve the quality and efficiency of urban management and law enforcement work. With the sense of responsibility to “take the lead, set an example and shoulder heavy responsibilities”, they must further strengthen their sense of responsibility and mission, properly plan the key tasks for the 15th Five-Year Plan period, and inject solid urban management momentum into the modernization drive of Huiyang.
Focus should be placed on addressing the key and difficult issues in urban management. Efforts should be made to innovate work ideas and methods, continuously improve the level of refined urban management, and further promote the integration of urban management services into communities. Relying on the “one committee, one office and one platform” mechanism, we should fully leverage the working mechanisms of “respond promptly upon notification” and “handle complaints immediately upon receipt”, and promote the downward shift of law enforcement forces and resources to the grassroots level.
In addition, we must further advance the comprehensive and rigorous governance of the Party, forge a capable and competent law enforcement team, improve the law enforcement supervision mechanism, impose strict disciplinary requirements, and enhance the professional competence of the law enforcement team. The goal is to build a high-caliber, capable and reputable elite urban management and law enforcement team suited to the new era, thereby injecting strong and solid support from urban management into the modernization construction of Huiyang.
