Recently, Liwan District held the Joint Coordination Meeting on Economic Accountability Work for 2025. The meeting conveyed and studied the spirit of General Secretary Xi Jinping’s important instructions and directives on auditing work, the spirit of the third meeting of the 20th Central Audit Commission, as well as the spirits of auditing work conferences at all levels. It also released the progress of economic accountability auditing work in Liwan District, Guangzhou in 2025, and deliberated on and arranged the project plan for economic accountability auditing in 2026.
The meeting pointed out that guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must uphold the Party Central Committee’s centralized and unified leadership over auditing work, focus on core responsibilities and main businesses, deepen reform and innovation, strengthen self-development, strive to build a centralized, unified, fully – covered, authoritative and efficient audit supervision system, continuously improve the quality and efficiency of audit supervision, and safeguard the high – quality economic and social development with high – quality audit supervision.
The meeting emphasized the need to continuously intensify audit supervision, focus on regulating the exercise of power and promoting the implementation of responsibilities, and faithfully perform the fundamental duty of economic supervision in accordance with the law. It put forward three key requirements as follows:
- Emphasize political guidance and keep the “anchor” of auditing work steady. We should thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, focus on regulating the exercise of power, implement the deployment requirements of the Party and state supervision system, and strengthen the supervision and restriction on the allocation and operation of power. We need to fully and objectively reflect the performance of economic responsibilities by leading cadres during their tenure, accurately define the responsibilities they should bear, and encourage them to perform their duties in accordance with the law and take on responsibilities proactively.
- Focus on full coverage and build a solid “firewall” for audit supervision. We should closely align with the proposals for the 15th Five – Year Plan, strengthen the linkage between the audit project plan and the needs of cadre management and supervision, and emphasize the regular “economic check – ups” for leading cadres in key positions and key links. We should innovate the organizational methods of auditing, and further promote the overall integration and result – sharing of economic accountability auditing with fiscal auditing, investment auditing, people’s livelihood auditing and other projects.
- Strive for connection and coordination, and effectively do a good job in the “follow – up work” of result application. We should improve the long – term mechanism for connection and coordination, refine the system of the Joint Coordination Meeting on Economic Accountability Work, and form a stronger joint force for supervision. We must strictly implement the responsibility of the “primary person responsible” for audit rectification, strengthen the follow – up supervision, guidance and service during the rectification process, ensure that every problem is closely tracked and properly addressed, and promote the comprehensive and dynamic clearing of the rectification list. We should also strengthen the disclosure of results and take the initiative to accept social supervision.
