The official portal website of the People’s Government of Liwan District, Guangzhou City, was awarded the title of 2025 China Leading Government Affairs Website, and the project “Liwan District’s Construction of an Intelligent Government Q&A Platform Driven by a Dual-engine AI Fusion Model” was selected as one of the Top 10 Innovative Cases of Intelligent Application in China’s Government Services 2025. Following its ranking among the top 10 on the National Ranking of Leading District and County Government Websites released by institutions including the National Governance Research Institute of Tsinghua University in December, these two national honors mark that Liwan District’s digital government service capacity and governance efficiency have stepped onto a new stage in the field of digital government development.
Intensive Construction: Building an Efficient Online “Hub for Government Affairs”
As the primary gateway for the construction of Liwan’s digital government, the Liwan District Government Portal is built with the goal of creating a Smart Government Affairs Hub, forming a three-dimensional government service matrix covering 7 primary columns, 58 secondary columns, 51 departmental disclosure catalogues and information disclosure for 19 key fields. Through resource integration and process optimization, it has achieved the aggregation of government information on a single portal and one-stop access to public services, gaining distinctive advantages in the intensive construction of platforms, the development of characteristic services and international communication. Up to now, the cumulative visits to the website have exceeded 67 million, making it not only a digital bridge connecting the government and the public, but also an important window to comprehensively showcase the vitality of Liwan as a “time-honored urban area embracing new dynamism”.
Service Optimization: Creating a “Top 10 Innovative Case” of Intelligent Q&A Services
Powered by a dual-engine AI fusion model, the website has constructed an intelligent government affairs Q&A platform. It deeply integrates nearly 17,000 pieces of government open information at municipal and district levels, including policy documents and administrative guidelines. Focusing on the high-frequency consulting needs of enterprises and the public, the platform delivers accurate and personalized 24/7 online intelligent services. It boasts three core capabilities: precise semantic comprehension, multi-round natural dialogue and visualized policy interpretation, with a stable Q&A accuracy rate of over 95%. The in-depth integration of massive structured government data and intelligent engines has laid a solid data foundation for accurate and authoritative intelligent responses, driving the transformation of government functions towards proactive and precision services. A new smart government ecosystem featuring “comprehensible thinking and actionable services” has been gradually established, forming the replicable and promotable Liwan Experience.
Experience Upgrade: Achieving Zero-distance Interaction Between Government and Citizens
The Liwan District Government Portal has actively advanced the optimization and upgrading of the government-citizen interaction platform, realizing a comprehensive shift of communication mode from one-way information release to two-way dialogue. Since 2025, a total of 7 special online interviews have been held under the dedicated column, focusing on public concerns such as the implementation of enterprise-benefiting and people-friendly policies and the advancement of livelihood projects. Responsible persons of relevant functional departments were organized to interpret policies in real time and respond to public inquiries online. Meanwhile, the platform has subdivided columns including Announcements, Liwan Recruitment and Liwan Procurement. Since the beginning of this year, it has published about 3,800 articles with a cumulative view count of 2.38 million, centrally providing key livelihood information such as regional demolition, recruitment and procurement. This enables enterprises and citizens to access required information in a one-stop manner, effectively improving the efficiency of information acquisition and service experience.
