Three-pronged Efforts to Upgrade Services, People and Enterprise-friendly Initiatives to Warm Hearts——Liwan District Fully Implements the Regulations of Guangzhou Municipality on Government Services and Builds a New Benchmark for Government Services

Liwan District fully implements Guangzhou’s Government Services Regulations with multi-dimensional measures, optimizes service quality and efficiency, and strives to build a new benchmark for people and enterprise-friendly government services.

Since the implementation of the Regulations of Guangzhou Municipality on Government Services, Liwan District has closely followed the spirit of the Regulations, taken “building momentum through publicity, advancing implementation with tackling efforts, and empowering development through summarization” as its guiding principle, and comprehensively promoted the quality and efficiency of government services, enabling enterprises and the general public to truly feel the convenience and sincere care of government services.

Building Momentum through Publicity, Expanding Coverage Across the District to Forge Consensus

Liwan District has constructed a three-dimensional publicity system featuring diversified communication forms, multi-dimensional interpretation and targeted training. The District Bureau of Government Services and Data organized special training sessions to ensure that all staff fully grasp the essence of the Regulations. Targeted publicity lectures have been delivered in key subdistricts with promotional brochures distributed to the public. Core provisions and implementation requirements of the Regulations are broadcast in a rolling manner on electronic screens at offline venues including the District Government Service Center and the convenience service centers of 22 subdistricts. Online, interpretive articles are released through official WeChat accounts and other platforms. This all-round publicity approach has achieved full coverage of policy dissemination and precise interpretation of the Regulations, leading to a marked rise in public awareness.

Advancing Implementation with Tackling Efforts, Tailoring Measures to Local Conditions to Improve Quality and Efficiency

In alignment with the requirements of the Regulations, Liwan District has sorted out a task list item by item, formulated an implementation work plan, clarified the division of responsibilities and ensured that all duties are fully performed. Focusing on the pressing difficulties and urgent demands of enterprises and the public, the district has rolled out urgent services for emergency matters and extended and off-peak services. As a pacesetter in this regard, the Liwan District Government Service Center has provided approximately 200 sessions of extended and off-peak services as of November 2025. All professional sub-centers have also introduced a host of people-friendly measures, effectively resolving the problem of time conflicts for the public when handling official business. The functions of the Problem-solving Service Window (for unresolved matters) have been further improved, which has coordinated and settled more than 140 unresolved service requests with a 100% positive feedback rate, earning extensive praise from the public.

Empowering Development through Innovation, Breaking Bottlenecks to Drive Service Upgrading

To ensure the effective implementation of the Regulations, Liwan District has established a regular advancement mechanism: it collects and compiles the implementation progress on a quarterly basis to fully grasp the effectiveness of the Regulations and identify existing problems, and dynamically optimizes and adjusts work measures, thus ensuring the Regulations are implemented in earnest and enforced with tangible results. Taking digital transformation as a core driver, the district has advanced the upgrading and renovation of subdistrict convenience service centers, introduced government service intelligent agent technology, and built an integrated supervision platform for both online and offline services, achieving full traceability and oversight of the entire service process. Diverse channels for service evaluation and feedback have been smoothed out, with more than 40 valid suggestions collected and included in the optimization and rectification list, continuously driving the improvement of government services.

Moving forward, Liwan District will actively explore an off-peak emergency service model for weekends and holidays, and open emergency service channels for key livelihood sectors to meet the diverse needs of the public for handling official business. Meanwhile, the district will continue to conduct field visits and public surveys, learn from advanced experience, and combine the characteristics of Liwan as a historic urban area to tailor adaptive services for the implementation of the Regulations. It will keep optimizing the handling procedures for high-frequency service items, comprehensively enhance the convenience and sense of gain for enterprises in handling affairs, and strive to build a new benchmark for high-quality government services.
