Longgang District Completes 1,808 Hectares of Land Readjustment During the 14th Five-Year Plan Period

Reporters learned from the land readjustment department of Longgang District that the district completed 238.8 hectares of land readjustment in 2025, with a cumulative total of 1,808 hectares during the 14th Five-Year Plan period. It has ranked first in Shenzhen in terms of annual land readjustment volume for five consecutive years, providing solid spatial support for building a model of a “Four-Having” modern urban area.

To meet industrial space demand, Longgang has vigorously advanced the implementation of interest coordination projects including Bantian Jinyuan, Baolong Sankesong, Pinghu Shanxia and Longcheng Zhangbei. During the 14th Five-Year Plan period, the district has reserved 627.3 hectares of industrial land, effectively guaranteeing the construction and landing of major projects such as the Pengxin Micro Semiconductor Integrated Circuit Industrial Park, Pinghu Intelligent Manufacturing Park, Semiconductor College and BYD Global R&D Center. In 2025, through scientific site selection and efficient land acquisition and demolition, Longgang increased the supply of residential land, with a total of 220 hectares of residential land put into the land reserve pool, ensuring the timely and sufficient supply of residential land and effectively supporting the improvement of residents’ quality of life.

In terms of land for public service facilities, during the 14th Five-Year Plan period, Longgang has supplied land for 64 livelihood facility projects, with a cumulative land reserve of 307 hectares. It has efficiently completed land readjustment for 31 planned schools including Longfei School, Bantian South School and Huiling Primary School, effectively alleviating the pressure on school enrollment. The district has fully guaranteed the land supply for 12 medical projects such as the Shenzhen Third People’s Hospital Emergency Medical Complex and Jihua Hospital, enhancing regional medical service capabilities. It has also supported the smooth landing of 7 cultural and sports facilities including Shenzhen Science and Technology Expo Center and Longgang International Art Center, as well as 3 elderly care projects such as Longgang District Elderly Care and Nursing Home and Henggang Elderly Care Welfare Center. In addition, land readjustment for 11 park projects including Xuezhujing Park and Zhangbei Country Park has been completed, adding green leisure spaces for citizens.

For land used in transportation project construction, Longgang took the lead in Shenzhen in establishing a “dual-coordination” mechanism for land acquisition and demolition in rail transit and road construction, realizing efficient coordination between demolition work and project construction. In terms of rail transit construction, during the 14th Five-Year Plan period, a total of 1.468 million square meters of buildings have been demolished, providing 93.5 hectares of construction work areas, which has laid a solid spatial foundation for the smooth operation of rail transit lines including Line 3 (East Extension), Line 10, Line 14, Line 16 and Line 16 (Phase II). In road construction, the district has efficiently completed the land acquisition and demolition work for 9 municipal key transportation projects such as the Eastern Cross-Harbor Expressway and Outer Ring Expressway, as well as 130 district-level roads.

Regarding the resettlement of relocated residents, Longgang has issued the Measures for the Administration of Resettlement Housing, standardizing the entire process including demand planning, construction and acquisition, allocation and management, and inventory revitalization. It has also pioneered the city’s first channel for converting resettlement housing property rights certificates to commercial housing certificates (the “green-to-red” conversion), effectively addressing the urgent, difficult and pressing issues of the people.

In terms of ecological construction, Longgang has so far provided full construction work areas for 79 projects including the Longgang River Main Stream Greenway, Gongming Reservoir-Qinglinjing Reservoir Interconnection Project and Shawang River-Shenzhen Reservoir Interception and Drainage Project, with a cumulative land reserve of 436.5 hectares, building a solid ecological security barrier.

Looking ahead, based on the new starting point, Longgang District will continue to enhance the efficiency of spatial element guarantee, providing more spatial support for accelerating the construction of a model of a “Four-Having” modern urban area.
