On January 6, the Standing Committee of the CPC Longgang District Committee convened a meeting to earnestly study and implement the spirit of General Secretary Xi Jinping’s recent series of important speeches and instructions, convey and learn the spirit of the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on Doing a Good Job in Relevant Work During the 2026 New Year and Spring Festival Period, and deliberate on the district’s opinions on implementing these requirements. Yu Xiquan, Secretary of the CPC Longgang District Committee, presided over the meeting and delivered a speech.
The meeting emphasized that it is essential to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech at the Central Economic Work Conference and the conference itself. We must fully align with all the deployment requirements of the 8th Plenary Session of the 13th CPC Guangdong Provincial Committee and the Provincial Economic Work Conference as well as the 12th Plenary Session of the 7th CPC Shenzhen Municipal Committee and the Municipal Economic Work Conference. Based on Longgang’s actual development situation, we should systematically formulate key tasks and promotion measures for 2026, refine task lists, clarify responsibility assignments, and effectively implement various work tasks in a detailed and solid manner. We must establish a clear orientation that “those who perform well will be promoted, and outstanding individuals will be prioritized”, fully mobilize the enthusiasm, initiative and creativity of Party members and cadres in their work, accelerate the formation of a strong synergy for development, strive to complete the annual goals and tasks, and ensure a sound start for the 15th Five-Year Plan period.
The meeting stressed the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech at the meeting of the Political Bureau of the CPC Central Committee, conduct in-depth and solid political supervision, strictly enforce political discipline and rules, and ensure that all decisions and arrangements of higher authorities are fully implemented in Longgang. We must always regard the Central Government’s Eight-Point Regulation as an unwavering rule and rigid criterion, closely monitor key nodes such as the Spring Festival, strictly investigate prominent issues like illegal dining and wining as well as illegal acceptance and giving of gifts and money, and take targeted measures to rectify the persistent ills of the “Four Winds”. We should unswervingly promote the improvement of work style, the enforcement of discipline and the fight against corruption, further intensify the concentrated rectification of unhealthy tendencies and corruption issues affecting people’s lives, and advance the integrated implementation of a system that deters, prevents and curbs corruption. We must comprehensively strengthen the building of the discipline inspection and supervision team, and strive to forge an ironclad discipline inspection and supervision team that is loyal, honest and responsible.
The meeting emphasized that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions on the ideological and moral construction of minors and the Symposium on the Ideological and Moral Construction of Minors, fulfill the fundamental task of fostering virtue through education, and vigorously promote the quality improvement and innovation of ideological and political education for minors. We should give prominence to the mental health and safety protection of minors, consolidate the main position of schools, improve the psychological service network, and bridge the “last mile” in caring for minors. We need to further promote the “AI + Education” initiative, explore the construction of a large-scale education model that caters to individual needs, and build the brand of the “Longgang Teachers Program”.
The meeting emphasized that we should thoroughly study and implement the spirit of the important congratulatory letter sent by General Secretary Xi Jinping to the 3rd Member Representative Conference of the China Volunteer Service Federation, vigorously carry forward the volunteer spirit of dedication, fraternity, mutual assistance and progress, and create a strong social atmosphere supporting and participating in volunteer services. We must improve the volunteer service system, refine the incentive and support mechanisms for volunteer services, and continuously enhance volunteers’ sense of gain and achievement. We should expand volunteer service scenarios, give full play to the role of platforms such as “virtual communities”, guide more volunteer service forces to participate in grassroots social governance, and effectively improve governance efficiency and service quality. We need to strengthen the management of volunteer service organizations and build volunteer service brands with Longgang characteristics.
The meeting emphasized that it is essential to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions on the comprehensive advancement of the rule of law and the Central Conference on the Comprehensive Advancement of the Rule of Law, and scientifically formulate plans for the construction of a law-based Longgang during the 15th Five-Year Plan period. We should ensure high-quality development with a high level of the rule of law, further standardize law enforcement and regulatory behaviors involving enterprises, and effectively implement the principle that “the rule of law is the best business environment”. We must safeguard the legitimate rights and interests of the people in accordance with the law, give full play to the role of platforms such as the “Rapid Response to Public Opinions” platform, smooth the channels for people to express their demands, and promote social fairness and justice.
The meeting emphasized that we should earnestly implement the spirit of the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on Doing a Good Job in Relevant Work During the 2026 New Year and Spring Festival Period, strengthen people’s well-being protection, and continue to carry out the special campaign of “Sending Warmth in the Cold Winter”. We need to pay home visits and extend condolences to groups such as the elderly living alone and children in difficult circumstances, while ensuring the supply of important daily necessities such as grain, oil, meat, eggs, milk, fruits and vegetables, and strictly investigate illegal activities such as price gouging. We should highlight the characteristics of “technology + cultural and creative industries”, carefully organize festive cultural and tourism consumption activities around key business districts and scenic spots such as Shenzhen Universiade Town and Gankeng Ancient Town, and create an “interesting” Spring Festival in Longgang. We must remain vigilant in safety work, strengthen the investigation and rectification of potential safety hazards in key areas and venues, resolutely safeguard the bottom line of safety, and ensure that residents in the district have a happy, peaceful and joyful festival.
