
Recently, the examination and approval of the first project of “Conversion of Non-residential Premises to Government-subsidized Rental Housing” (hereinafter referred to as the Conversion Project) in Longgang District has been completed. Located at the Tianran Wisdom Valley Industrial Park in Yuanshan Subdistrict, the project reconstructs the original idle warehouse buildings into 993 units of affordable rental housing, which is expected to be put into use in 2026. By then, it will effectively ease the contradiction between housing supply and demand in the district.
It is learned from the reporter that this innovative project has carried out functional renovation on the original warehouse buildings in Blocks 3 and 9 of the industrial park, with a total construction area of over 50,000 square meters. The studio apartments serve as the major housing type, precisely meeting the living needs of new urban residents and young people. The successful launch of the project marks a substantive breakthrough for Longgang District in revitalizing idle stock assets and expanding the supply channels of government-subsidized housing. Adopting an innovative model of “government guidance + social investment + state-owned enterprise operation”, the project is fully operated by Anju Leyu, a rental operation platform under Shenzhen Anju Group, which has signed a long-term entrusted operation contract with Tianran Wisdom Valley Group, the property owner. As reported, this model not only stimulates the enthusiasm of market entities, but also ensures the standardized management and long-term stability of the project through the operation of state-owned enterprises.
In accordance with the newly issued Notice on the Conversion of Existing Non-residential Premises to Affordable Rental Housing by Shenzhen Municipal Government, such reconstruction projects must strictly comply with multiple standards. In terms of structural safety, professional design institutions shall conduct safety review on the original structure or entrust appraisal institutions to carry out building safety appraisal for the project; in terms of fire safety, the design and construction must be carried out in accordance with the relevant standards not lower than those for non-residential residential buildings.
Notably, the project plans to introduce full-house smart devices adapted to HarmonyOS, so as to comprehensively improve residential comfort and convenience. Free co-working spaces will also be equipped in the project to serve young entrepreneurs and micro, small and medium-sized enterprises. A composite community ecology integrating “living + working” will be built to provide all-round support for young talents.
In addition to market-oriented rental services, the Tianran Wisdom Valley Industrial Park project will also integrate public welfare programs such as Shenzhen Dream Sailing and Longgang’s Secure Housing for All, providing short-term free accommodation or rent discounts for eligible young talents. Part of the housing units will be allocated to talents at rents lower than the market price, effectively reducing the housing burden on young people.
The successful implementation of the project has not only set a replicable and promotable example for the functional transformation of idle assets in Longgang District, but also served as an important measure for Shenzhen to improve the housing security system and optimize the business environment. With the official commissioning of the project in 2026, nearly 1,000 units of affordable rental housing will provide stable and comfortable living options for more new urban residents and young people, strongly supporting talent introduction and industrial upgrading in the district.
