Luohu Branch of Shenzhen Ecological Environment Bureau Holds 2025 Annual Summary and 2026 Mobilization Meeting on Air Pollution Prevention and Control

To consolidate the achievements of pollution control, improve governance efficiency, and drive the steady improvement of air quality in Luohu in the new year, the Luohu Branch of Shenzhen Ecological Environment Bureau organized the 2025 Annual Summary and 2026 Mobilization Meeting on Air Pollution Prevention and Control on the morning of January 9, 2026. The meeting summarized the completion of air pollution prevention and control work in Luohu District in 2025 and studied and arranged the key tasks for air pollution control in 2026. Jian Ming, Secretary of the Party Leadership Group and Director of the Luohu Branch of Shenzhen Ecological Environment Bureau, Zuo Anxue, Member of the Party Leadership Group and Deputy Director, as well as relevant departments of the bureau and third-party technical units attended the meeting.

At the meeting, Director Jian Ming highly affirmed the work performance of all departments and technical units in 2025 and the detailed arrangements for 2026. He pointed out that in 2025, the entire bureau adhered to the guiding philosophy of “working hard, working smartly, working solidly”, “being more scientific, more precise, more effective, more rapid”, and “striving for every microgram and every day”. It also upheld the system of “daily notification, weekly research and judgment, monthly analysis, quarterly review and annual summary”, focused on the three-level target management system of “minimum target, striving target and optimal target”, anchored monthly targets, refined task decomposition, and consolidated work responsibilities. As a result, the bureau achieved excellent results in five key air quality indicators, ranking first in three indicators and second in two others. Among them, the annual average concentrations of PM2.5 and PM10 in Luohu District in 2025 both reached the best historical level, and Luohu became the only district in the city where the PM2.5 concentration decreased year-on-year. All other indicators met the annual assessment targets.

Director Jian Ming proposed that 2026 is the first year of the “15th Five-Year Plan” and also the year when the APEC meeting will be held. The work of air pollution prevention and control must be carried out with the determination of “starting at a sprint and commencing with a decisive battle”. Going forward, the professional departments should set the goal of keeping air quality among the top in the city, formulate the “1+3+N” Luohu Blue Sky Protection Action Plan, further improve the inter-departmental and cross-regional joint supervision mechanism, and steadily promote various air supervision work in accordance with the work requirements of “institutionalization, intellectualization, listing, responsibility and closed-loop management”. Efforts should be made consistently to contribute more Luohu’s strength to the smooth achievement of Shenzhen’s APEC Blue target.

According to monitoring data, in 2025, the PM2.5 concentration in Luohu District was 14.4μg/m³, a year-on-year decrease of 1.3μg/m³, ranking second in the city; the PM10 concentration was 27μg/m³, a year-on-year decrease of 2μg/m³, ranking first in the city; the ozone assessment concentration was 126μg/m³, a year-on-year decrease of 8μg/m³, ranking first in the city; the air quality excellent rate was 99.2% (exceeding the standard for 3 days), a year-on-year increase of 1.7 percentage points (9 days exceeding the standard in 2024), ranking first in the city; the number of days with excellent air quality (252 days) accounted for 69.4%, a year-on-year increase of 9.6 percentage points (220 days in 2024), ranking second in the city.
