On the afternoon of December 22, 2025, the Luohu District Bureau of Housing and Urban-Rural Development convened a policy publicity and training session on Guidelines for the Performance of Principal Responsibilities by Tenderee and Interim Measures for the Administration of Tendering Agencies for Engineering Construction Projects in the Multi-functional Hall on the 2nd Floor of Luohu Administration Center Building. A total of 104 participants attended the session, including the person-in-charge of the bidding and tendering departments of all construction entities in the district and the person-in-charge of all tendering agencies.
The meeting emphasized the great significance of standardizing the administration of bidding and tendering for engineering construction projects, identified the weaknesses and deficiencies existing in the bidding and tendering work of current construction entities and tendering agencies, and put forward three requirements in light of the actual work of Luohu District. First, all construction entities shall formulate and improve the internal management systems for bidding and tendering in accordance with the Guidelines for the Performance of Principal Responsibilities by Tenderee, clarify the division of job responsibilities and assign specific responsibilities to each post and individual; they shall conduct stringent inspections on key links such as the compilation of tender documents, release of tender announcements and organization of bid evaluation and award, so as to ensure compliance with statutory procedures and legitimacy of document contents. Second, tendering agencies shall take the Interim Measures for the Administration of Tendering Agencies for Engineering Construction Projects as the guiding principle, strengthen professional training and integrity education for practitioners, and improve their professional competence and standardization level in policy interpretation, document compilation and process control. Third, all construction entities and tendering agencies shall strengthen coordination and collaboration, make solid preparations for the implementation and connection of the policies, ensure the steady enforcement of the two documents, and build a solid institutional guarantee for the high-quality development of the engineering construction sector in Luohu District.
Subsequently, the responsible professional staff of the Construction Engineering Bidding and Tendering Supervision Section of the Luohu District Bureau of Housing and Urban-Rural Development conducted a comprehensive publicity and interpretation of the core provisions and practical operation requirements of the two documents. They also provided on-site answers to the doubtful and difficult questions raised by the participating entities, which effectively enhanced the participants’ ability to understand and implement the policies.
