
The 2025 Chairmen’s Meeting of the Five Major Airports in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) was held in Macao on December 3. Hosted on a rotating basis by Macao International Airport Company Limited (CAM), the meeting themed “Synergistic Development and Innovation-Driven: Practices in Building a World-Class Airport Cluster” gathered senior leaders from Guangdong Airport Authority, Airport Authority Hong Kong, Shenzhen Airport Group, Zhuhai Airport Group, and Macao International Airport. The participants jointly explored strategies for the synergistic development of the GBA airport cluster to further implement national strategic plans.
Mr. Chan Weng Hung, Chairman of the Executive Committee of CAM, noted that the global aviation industry is gradually recovering. The five major airports need to take the “Implementation Opinions of the Civil Aviation Administration on Supporting the Synergistic Development of Civil Aviation in the Guangdong-Hong Kong-Macao Greater Bay Area” as guidance to strengthen resource sharing and technical collaboration. He emphasized that Macao International Airport is comprehensively enhancing its functional positioning and synergistic efficiency in the GBA’s world-class airport cluster through major infrastructure projects such as the reclamation and expansion project, the Hengqin Pre-positioned Cargo Terminal, and the air-sea intermodal transport at Taipa Ferry Terminal. These projects not only significantly improve the comprehensive service capacity of Macao International Airport but also lay a solid foundation for the GBA to build a world-leading high-quality air transport system.
Mr. Pun Wa Kin, Director of the Civil Aviation Authority of the Macao Special Administrative Region (MSAR), delivered a speech stating that the MSAR Government has always supported the linkage and cooperation among the five major airports in the bay area. From the “Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to the construction of the Hengqin Guangdong-Macao In-Depth Cooperation Zone, efforts have been made to strengthen airport hub functions, establish diversion and experience-sharing mechanisms, and enhance regional aviation competitiveness. Director Pun mentioned that the Policy Address clearly identifies air cargo as a key area for economic diversification. In conjunction with the airport’s reclamation and expansion and the upgrading of intelligent security hardware and software, plans are underway to open up to all-cargo airlines in February next year to fully enhance Macao’s logistics competitiveness. He expressed expectations that the five major airports will continue to deepen intelligent cooperation and jointly build a world-class airport cluster.
During the meeting, representatives from each member airport focused on two core topics: “synergistic cooperation” and “innovative transformation,” and conducted in-depth exchanges on practical experiences in route network optimization, logistics connectivity, and intelligent transformation. Mr. Fong Hiu Kin, Director of Marketing at CAM, highlighted that by promoting infrastructure interconnection, extending service functions, innovating operational models, and leveraging Macao’s infrastructure advantages and the bay area’s policy dividends, CAM is fully aligned with the construction goals of the GBA’s world-class airport cluster and has established Macao’s unique position in the GBA’s aviation system. The meeting promoted in-depth integration among the five major airports in areas such as route network, logistics connectivity (soft connectivity), and intelligent infrastructure (hard construction), responding to the strategic deployment of the “Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” and supporting the national goal of building a world-class airport cluster.
The five major airports reached strategic consensus around the meeting theme and formally signed a meeting memorandum. They committed to upholding the tenet of “cooperation, mutual support, innovative exploration, and common development,” deepening operational synergy, smart airport construction, and commercial cooperation. Key efforts will focus on optimizing airspace resource allocation and freight logistics integration to enhance the international competitiveness and service efficiency of the GBA aviation hub, jointly promote the construction of a world-class airport cluster, and provide key support for regional economic development and the global aviation network.
