The 8th Social Organization Carnival of Nanshan District concluded on December 23rd, bathed in the warm winter sunshine of Pengcheng (Shenzhen) and buoyed by the enthusiastic participation of citizens. Guided by the Shenzhen Civil Affairs Bureau and the Social Work Department of the CPC Nanshan District Committee (the Working Committee for New Economic and New Social Organizations of the CPC Nanshan District Committee), and hosted by the Nanshan District Civil Affairs Bureau (the Party Committee of Social Organizations of Nanshan District), the event was held in the form of a Social Organization Publicity and Service Week. Through an integrated approach of online-offline interaction, combined release and summary, and fused exhibition and service, it vividly demonstrated the remarkable achievements of social organizations in Nanshan District in serving economic and social development during the 14th Five-Year Plan period. It further highlighted the professional value and social responsibility of social organizations, raised public awareness of such organizations, and fostered a sound social atmosphere for supporting their healthy development.

At the opening ceremony, the Nanshan District Civil Affairs Bureau delivered a systematic report on the development of social organizations during the 14th Five-Year Plan period, comprehensively reviewing the development trajectory and overall outcomes of social organizations across the district over the past five years, and showcasing their steady progress from “quantitative growth” to “qualitative upgrade”. The Blue Book on the Development of Social Organizations in Nanshan District, Shenzhen (2021-2025), released concurrently, refined vivid practices into systematic experience, and clearly outlined a vivid landscape where social organizations, under the guidance of Party building, comprehensively serve national strategies, boost industrial development, participate in social governance and promote international exchanges.
In the case-sharing session, remarkable outcomes were demonstrated through various practices: the “Enterprise Support Partnership Circle” boosting industrial innovation, the initiative of “A Clear River, A Happy City” safeguarding the ecological environment, and the project of “United Efforts in Lizhi, Building a New Model of Governance” deepening community governance. All these practices reflect how social organizations, rooted in communities, leveraging their expertise and relying on relevant platforms, respond to social needs with unique perspectives and professional capabilities. In the subsequent interviews, three representatives who have long been committed to serving the elderly, children and disadvantaged groups spoke not with ornate rhetoric, but with pure aspirations: insights gained after the passing of a father, a beam of light shining on children’s stages, and a journey inspired by the iconic “Big Eyes” photo. They have forged ahead steadily with persistent efforts to “influence life with life” day in and day out. Such perseverance is the most touching source of strength for social organizations.
The awarding ceremony was held in a solemn and warm atmosphere. The gleaming plaques for newly founded Party branches marked the deepening of Party building leadership in the field of social organizations, evolving from physical coverage to effective coverage. Letters of gratitude for targeted assistance engraved the profound feelings of Nanshan’s social organizations that reach across mountains and seas and bear the nation in their hearts. The honors bestowed on 13 Level-5A social organizations stand as a clear testament to the rise of industry benchmarks under the guidance of “promoting development and quality through evaluation”. Every plaque and every letter of gratitude represents not only honor, but also a heavy weight of trust and expectation.

If the opening ceremony served to unite minds and pool strengths, the parallel Social Organization Service Week worked to deliver subtle and profound warmth to the public.
At three themed venues in Xili, Zhaoshang and Nantou, public welfare services moved from conceptual statements to streets and alleys, and from official documents to people’s daily lives. Anxiety was eased at legal consultation desks; emotions were comforted at mental health corners; care was translated into pulse diagnoses and free haircuts at voluntary medical and hair-dressing stations; intangible cultural heritage was revived in people’s hands at traditional culture experience zones. Nearly 100 social organizations transformed their professional competence into accessible services, making the vision of “joint construction, joint governance and shared benefits” more than just a slogan. Instead, it has become a tangible sense of fulfillment, happiness and security that citizens can truly see, touch and feel. This “public welfare flash mob” reaching deep into industrial parks and communities vividly illustrates that the effectiveness of social governance is ultimately reflected in the delicate details of accurately responding to people’s needs and delivering warmth straight to their hearts.

This year’s carnival is not only a systematic review of the development of social organizations during the 14th Five-Year Plan period, but also a mobilization and launch for the new journey of the 15th Five-Year Plan.
