On the morning of December 19, the Standing Committee of the CPC Panyu District Committee held a meeting, which was held concurrently with the meeting of the District Committee’s Commission for Comprehensive Law – Based Governance of the District. The meeting conveyed and studied the spirits of General Secretary Xi Jinping’s important speeches and instructions, as well as the spirits of the standing committee meetings of the CPC Provincial Committee and the CPC Municipal Committee, and deliberated on the opinions of Panyu on implementing these spirits. Huang Biao, Secretary of the CPC Panyu District Committee, presided over the meeting.
The meeting communicated and learned the spirits of General Secretary Xi Jinping’s important speeches at the Central Economic Work Conference, the meeting of the Political Bureau of the CPC Central Committee and the forum with non – Party personages, along with the spirit of the Central Economic Work Conference, and heard a report on the economic operation of Panyu District. It also conveyed and studied the spirits of General Secretary Xi Jinping’s important instructions on the work of comprehensive law – based governance of the country and the spirit of the Central Conference on Comprehensive Law – Based Governance of the Country, and examined the “Request for Instructions from the Bureau of Justice of Panyu District on Submitting the ‘Report on the Construction of a Law – Based Government of the CPC Panyu District Committee of Guangzhou and the People’s Government of Panyu District of Guangzhou in 2025′”.
The meeting emphasized that it is essential to learn, reflect on and put into practice the spirits of General Secretary Xi Jinping’s important speeches and the Central Economic Work Conference. We should highlight key tasks, strengthen overall coordination, refine and implement specific measures for economic work, and make every effort to successfully complete the final phase of economic work in 2025. We need to formulate the 15th Five – Year Plan from a high – standing and overall perspective, systematically build the “2104” modern industrial system, step up the implementation of the second “10,000 – mu and 100 – billion – yuan” initiative, accelerate the progress of the “Hundred – Thousand – Ten – Thousand Project”, expand the scale, enhance the energy level, continuously create new advantages, achieve new breakthroughs, and strive for a sound start to the 15th Five – Year Plan.
The meeting stressed that we should learn, reflect on and put into practice Xi Jinping Thought on the Rule of Law, strengthen theoretical guidance and responsibility fulfillment, effectively improve the ability of leading cadres to promote development and solve problems by applying the thinking and methods of the rule of law, and set an example to encourage the whole society to respect, learn, abide by and apply the law. We should accurately implement policies to support and relieve enterprises, innovate ways of policy interpretation and service, give play to the role of legal professional teams and public legal service stations, and create a fair, stable, transparent and predictable law – based business environment. We need to improve the efficiency of supervision and the level of grassroots governance, promote tolerant and prudent supervision, deepen the application of smart supervision, strengthen refined supervision over law enforcement and the building of law enforcement teams, give play to the role of legal education carriers such as legal culture centers, village (community) legal consultants and volunteers, and smooth the “last mile” of law – based governance at the grassroots level.
