In the warm winter sun, accompanied by the constant roar of propellers, the Hongqi Tiannian No.1 — an electric vertical take-off and landing (eVTOL) flying car prototype independently developed by FAW Qiyi (Shenzhen) Technology Co., Ltd. — slowly ascended into the sky at the test base, achieving its first flight in protected mode. As the core strategic entity of China FAW Group in the low-altitude economy sector, Qiyi Technology will focus on the R&D, manufacturing, testing, sales and operation of flying cars in the future. It will gradually establish R&D centers, manufacturing bases and operation service centers in Dapeng New District, striving to build the global headquarters of FAW’s flying car business. This project is one of the signed projects during the “Central and Local State-owned Enterprises Tour in Shenzhen — Marine Special Session” held in Dapeng New District last May, and has yielded fruitful results in just half a year.
Party building provides the platform, and development takes the spotlight; central and local enterprises join hands to create a shared future. In recent years, centering on the goal of “building a platform, channel and mechanism for central state-owned enterprises stationed in Shenzhen to communicate with each other in various aspects”, the Party Committee of Shenzhen Municipal State-owned Assets Supervision and Administration Commission (SASAC) has taken Party building as a “bridge”. Weaving a Dense Organizational Network to Bring “National Team” into the Red “Pengyou Circle”
As the “national team” in Shenzhen’s reform and development, a large number of central state-owned enterprises stationed in Shenzhen, such as China Merchants Group, China Resources Group and China General Nuclear Power Group, have dared to pioneer and innovate, stood at the forefront of reform, and grown and prospered with Shenzhen for decades. According to statistics, there are more than 3,400 central state-owned enterprises stationed in Shenzhen, many of which are second and third-tier subsidiaries or branches of central enterprises. For a period of time, due to the lack of a unified centralized liaison channel, these institutions had unclear basic data, scattered contact methods, and room for improvement in docking efficiency.
The breakthrough started with organizational structure innovation. In July 2022, the Party Committee of Shenzhen Municipal SASAC promoted the establishment of the Shenzhen State-owned Enterprise Party Building Research Association, striving to build a liaison platform and channel for central state-owned enterprises stationed in Shenzhen, effectively filling the institutional gap in contacting and serving these enterprises. Organization is followed by linkage. Since its establishment, the Research Association has adhered to the concept of “joint consultation, joint construction and joint creation”, and made every effort to build a “Pengyou Circle” for central state-owned enterprises stationed in Shenzhen.
“In the past, finding industry peers for cooperation required making inquiries through various channels; now, we can achieve precise docking by checking the liaison manual or asking a question in the WeChat group.” Talking about the experience after joining the Research Association, General Manager Pan of China Travel Service (Shenzhen) Co., Ltd. sighed with deep feeling. The diversified ties built by the Research Association have made enterprises no longer isolated “islands”.
The real-time transmission of industrial information is crucial for enterprises to quickly identify and respond to changes and make correct decisions; the regular and long-term central-local exchanges are a key link in deepening the upstream and downstream docking of the industrial chain and supply-demand matching. Since last year, focusing on the needs and aspirations of central state-owned enterprises stationed in Shenzhen, the Research Association has organized multiple policy promotion meetings, inviting responsible persons from relevant departments to interpret science and technology innovation, talent and enterprise-benefiting policies on site, and smoothing the “last mile” for policy implementation; hosted several special training sessions on deepening central-local cooperation, inviting representatives of central state-owned enterprises stationed in Shenzhen to visit enterprises on site for in-depth exchanges; jointly built the “Entrepreneur Lecture Hall” with the Organization Department of Shenzhen Municipal Party Committee, carried out regular training for management personnel of central state-owned enterprises stationed in Shenzhen and enterprise exchange and cooperation activities, with a total of 15 sessions held and more than 3,000 participants.
Today, through three batches of expansion, the Research Association has absorbed 171 members, including some first-tier central enterprise subsidiaries stationed in Shenzhen, enterprises in the “20+8” industrial clusters, financial enterprises and mixed-ownership enterprises, covering more than 1,000 legal entities. By carefully sorting out enterprise Party building, operation status and Party organization contact lists, compiling and issuing basic information manuals and communication liaison manuals, establishing communication groups for member units, and collaborating with relevant departments to build a policy promotion and notification mechanism, it has realized real-time information sharing and exchange. A “red Pengyou Circle” with wide coverage, diversified structure, institutional guarantee and emotional warmth has taken shape, enabling central state-owned enterprises stationed in Shenzhen to truly have “a home”, “a group to join” and “regular contact”.
Building Bridges to Solve Problems and Turn Enterprise Demands into “Practical Results”
Responding to enterprise concerns and solving practical problems is the key to serving central state-owned enterprises stationed in Shenzhen. “Listening to opinions and solving demands promptly” is the most solid commitment fulfilled by the Research Association to central state-owned enterprises stationed in Shenzhen. What difficulties and demands do enterprises need to coordinate and solve? What can local Party committees and governments do in the strategic planning of enterprise capacity expansion and production improvement? What suggestions are there for Shenzhen’s business environment? With these questions in mind, a “door-knocking campaign” covering more than 3,400 enterprises was quickly launched under the organization of the Research Association.
“For enterprise demands, we respond immediately if we can handle them directly. For those requiring coordination among multiple departments, we transfer and supervise them through the ‘Shenzhen Enterprise Service’ platform to ensure that every matter receives a response and is properly resolved,” said relevant staff of the Research Association. “On the one hand, we have established a demand reflection and resolution mechanism with the Research Association and the ‘Shenzhen Enterprise Service’ platform as the main channels, coordinating to solve the blocking points and difficulties in the process of enterprise development; on the other hand, we have founded the publication Dynamics of State-owned Enterprises Stationed in Shenzhen, putting enterprise opinions and demands on the desks of Party committees, governments and functional departments at all levels, creating a ‘direct train’ for enterprises to voice their opinions and governments to respond.”
“We didn’t expect such a quick response. The multiple sets of guaranteed rental housing allocated this time have effectively solved the accommodation problem for our offshore employees during their rotation breaks!” said a relevant person in charge of CNOOC Shenzhen Branch. Last April, after reflecting the practical difficulty of tight housing supply for offshore employees during rotation breaks to the research team of the Research Association, the team members promptly fed back the relevant situation to the relevant departments. After assisting in submitting application procedures to the relevant departments, the offshore employees soon had a “place to stay”.
There are many such stories. China Merchants Guangming Science Park Company, a subsidiary of China Merchants Group, reflected the financing difficulties of small and medium-sized enterprises in the park. The Research Association quickly transferred the demand through the “Shenzhen Enterprise Service” platform. Relevant departments in Guangming District then organized enterprise roadshows and docking with financial institutions, reaching an intended financing of over 100 million yuan; some service-oriented enterprises reflected difficulties in recruiting workers. The Research Association timely fed back to the relevant departments, providing employment support for more than 40 enterprises that put forward demands through measures such as assisting in releasing job vacancies, pushing public recruitment services and inviting them to participate in “live-streaming recruitment” activities; after learning about the experience and practices of CSCEC Hailong’s intelligent manufacturing super factory for modular integrated building products, the State-owned Assets and State-owned Enterprises Comprehensive Reform Pilot (Shenzhen) Fund took the initiative to connect and invite relevant personnel of CSCEC Hailong to participate in fund investment evaluation as external experts, and promoted multi-level cooperation…
Through Dynamics of State-owned Enterprises Stationed in Shenzhen, enterprise demands have been “handled immediately upon receipt”. Shenzhen Wanglian Anrui Network Technology Co., Ltd. successfully connected with a satisfactory office building project in Futian District; China Rare Earth Group Innovation Technology Co., Ltd. effectively promoted the construction of project land and solved the needs in talent recruitment and other aspects; the factory building area of Shenzhen CE Power Technology Co., Ltd. has doubled, and its R&D, pilot test and manufacturing base is about to be put into operation. Efficient and accurate services are inseparable from comprehensive and in-depth visits. In the first half of last year, the Research Association planned and carried out a new round of “Thousand People Visiting Thousand Enterprises” campaign, organizing special teams at the municipal and district levels to achieve full coverage of door-to-door visits to more than 3,400 central state-owned enterprises stationed in Shenzhen in nearly two months, collecting 291 enterprise project construction plans and 949 opinions and demands, and timely transferring them to relevant departments for follow-up and implementation.
Today, the Research Association has gradually established a full-chain demand resolution mechanism of “multi-channel collection — sorting and classification by the Research Association — collaborative resolution by multiple departments — feedback to enterprises — tracking and implementation”. Through “problem-oriented approach + closed-loop management”, it has promoted the solution of a number of practical problems, winning widespread praise from central state-owned enterprises stationed in Shenzhen. Member units such as Overseas Chinese Town Group, CSCEC Construction Technology Co., Ltd. and CRCC South China Investment Co., Ltd. said that “the Research Association has built a platform for central state-owned enterprises stationed in Shenzhen, promoted exchanges, delivered policies, and made the business environment more tangible and accessible”.
Strengthening “Double Recruitment and Double Introduction” to Achieve Two-way Cooperation Between Central and Local Enterprises

Last May, the “Central and Local State-owned Enterprises Tour in Shenzhen — Marine Special Session” Dapeng Station event was held on the picturesque Dapeng Peninsula, with more than 30 central state-owned enterprises stationed in Shenzhen participating. With the theme of “Central-local Linkage, Chasing Dreams in Mountains and Seas”, the event aimed to discuss a new chapter of central-local cooperation. From China FAW’s flying car headquarters to Bauhinia Hong Kong-Macao Education Exchange Center, from CIMC Pulefang Offshore Fishery and Tourism Complex to CTS New Century Sunac Longqi Bay Resort… a number of iconic and leading projects with industry influence have been successively signed, landed and put into production in Dapeng New District.
Projects are the carriers of central-local integration. By regularly carrying out the series of “Central and Local State-owned Enterprises Tour in Shenzhen” activities, the Research Association has organized more than 300 central state-owned enterprises stationed in Shenzhen and municipal state-owned enterprises to successively visit Nanshan, Futian, Longgang, Bao’an-Qianhai, Guangming and Dapeng districts. Through on-site investigations and forum exchanges, it has promoted the development plans, resource endowments, key projects and industrial advantages of each district, helping central-local cooperation. It has so far promoted the landing of 47 central-local cooperation projects with a total investment of 54.4 billion yuan. Meanwhile, the Research Association has comprehensively sorted out more than 300 key projects in 8 major fields of central state-owned enterprises stationed in Shenzhen, involving a total investment of 1.1 trillion yuan. On the basis of extensive visits and investigations, it has formed a number of phased research results such as key industry analysis reports. The successive landing of cooperation projects and signing of project agreements depict a vivid picture of in-depth cooperation between Shenzhen and central state-owned enterprises stationed in Shenzhen in broader fields and at higher levels.
Project introduction and talent gathering complement each other. More cooperation and docking are still ongoing. The Research Association has held a series of special events such as the “Central and Local State-owned Enterprises Walk Together — Entering ‘Special Zone Construction Engineering Group'” and the “Central-local Vanguard Cup” series of sports leagues, attracting central and local state-owned enterprises to gather together to discuss development and cooperation prospects. By carrying out joint research on cutting-edge and hot issues in state-owned enterprise Party building, 61 typical research cases have been compiled into Case Selection of High-quality Party Building Leading High-quality Development of State-owned Enterprises and Case Selection of Building the Optimal Science and Technology Innovation Ecology and Talent Development Environment, which have been successively published by the Party Building Reading Material Press, contributing the wisdom of Shenzhen’s state-owned assets and central enterprises to the theoretical and practical innovation of state-owned enterprise Party building.
A “heart-to-heart bridge” and a “road to integration”. A relevant person in charge of the Party Committee of Shenzhen Municipal SASAC said that in the future, it will continue to improve the “four mechanisms” — the communication and liaison mechanism for state-owned enterprises stationed in Shenzhen, the central-local cooperation docking mechanism, the demand and suggestion resolution mechanism, and the Party building co-construction mechanism. It will deepen the “Party building + service + cooperation” model, promote more central enterprises to “be willing to come, be able to stay, dare to invest and be happy to integrate”, and push the central-local cooperation in Shenzhen to a deeper level, broader field and higher level.
