Qianhai Releases First Batch of “Rule of Law + Credit” Initiatives to Support Enterprises

On January 9, 2026, the launching ceremony of “Integrating Rule of Law and Credit with a Scan – Qianhai’s First Batch of ‘Rule of Law + Credit’ Initiatives to Support Enterprises” was held in Qianhai. Co-hosted by the Qianhai Authority, Qianhai Court, Qianhai Procuratorate, Shenzhen Intellectual Property Protection Center, Qianhai Notary Public Office and other institutions, the event rolled out 15 targeted initiatives to incentivize creditworthy enterprises, marking that the in-depth integration of “rule of law + credit” in Qianhai has entered a new phase. Nearly 100 representatives from various legal institutions, industry associations and enterprises in Qianhai attended the event.

It is reported that the enterprise-supporting initiatives released this time adopt an incentive mechanism of “authentication via QR code and benefits for trustworthy entities”. After enterprises complete credit authentication by scanning the QR code and are rated as “Class-A Credit Enterprises”, they can enjoy 15 exclusive services covering the entire chain of judicial, procuratorial, intellectual property and notarial services, realizing “one QR code for universal access and rule of law for protection”.

Specifically, the initiatives include the following measures: Qianhai Court has improved the full-process integrity judicial mechanism and provides guidelines for honest litigation and credit repair; Qianhai Procuratorate focuses on supervising issues such as “protracted handling of cases” and “illegal law enforcement”, building a solid line of judicial protection for enterprises; Shenzhen Intellectual Property Protection Center matches data resources and pushes customized intellectual property service packages; Qianhai Notary Public Office assigns “dedicated managers”, sets up “credit service windows” and streamlines the required materials and handling procedures; the Qianhai Authority launches a targeted service model of “enterprise demand-based ordering + rule of law service delivery” to improve the efficiency of service response.

“The 15 innovative ‘rule of law + credit’ initiatives launched this time, in an accessible, perceptible and convenient form, build rule-of-law application scenarios for creditworthy enterprises, enabling law-abiding and trustworthy enterprises to enjoy more tangible benefits and conveniences,” said the relevant person in charge of the Rule of Law Construction Office of the Shenzhen Qianhai Authority. At present, Qianhai has gathered 282 various legal institutions including judicial, arbitration and mediation organizations. In the future, it will continue to launch more convenient initiatives in such legal fields as compliance and mediation, further improving the development environment featuring the integration of rule of law and credit.

Xie Wen, Deputy Director of the Trial Management Office of the People’s Court of Shenzhen Qianhai Cooperation Zone, stated that to facilitate enterprises, the court has launched an online identity verification model for cases involving Hong Kong and Macao. The authentication process, which originally cost about 5,000 Hong Kong dollars and took one month, has been optimized to a zero-cost service that can be completed on the same day. Data shows that the average trial period for foreign-related and Hong Kong, Macao and Taiwan-related commercial cases has been shortened from 17.2 months to 3.9 months. In 2025, the court accepted more than 5,200 cases, a year-on-year increase of 49%, demonstrating remarkable effectiveness as a preferred destination for resolving cross-border commercial disputes.

The event featured multiple sessions, including an introduction to the status of Class-A Credit Enterprises in Qianhai, interpretation of enterprise-supporting measures by various legal institutions, integrity initiatives by industry associations and thematic sharing sessions. Xian Tao, Secretary-General of the Shenzhen Credit Promotion Association, delivered a special speech themed “Rule of Law + Credit, Jointly Building a Credit Economy”, putting forward suggestions on deepening inter-departmental collaboration and expanding credit application scenarios. Representatives from multiple industry associations jointly issued an integrity initiative, calling on enterprises to adhere to the bottom line of credit and jointly build a high-quality market environment for development.

“The convenient services launched this time not only reflect Qianhai’s efficient and targeted empowerment of enterprises, but also effectively help enterprises reduce operational costs in certificate processing and legal services,” said Zeng Xiaomin, Head of Audit and Supervision at Hive Box Network Technology Co., Ltd. She noted that the enterprise credit rating and filing mechanism is of the greatest significance to the company’s development, as it can endorse the enterprise’s honest operations, help the enterprise demonstrate stronger competitiveness in the market, and inject strong impetus into the company’s future development.

Through the two-way empowerment of “rule of law + credit”, this launching ceremony aims to reduce the institutional transaction costs of enterprises and stimulate the vitality of market entities. Going forward, Qianhai will continue to promote the in-depth integration of the rule of law and credit systems, help build a world-class business environment, and inject new momentum into the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
