
On November 27, 2025, a research group led by Fan Weidong, Director of the Healthcare Security Business Management Center of the National Healthcare Security Administration, went to Zhongshan City, Guangdong Province to conduct research on agreement management and related work. Liu Biru, Member of the Party Leadership Group and Deputy Director of the Provincial Healthcare Security Administration, and relevant responsible persons of the Zhongshan Municipal Government and Healthcare Security Administration participated in the research and conducted exchanges.
The research group led by Fan Weidong visited the Zhongshan Healthcare Security Business Management Center, Zhongshan People’s Hospital, and Shanghai Pharmaceuticals Zhongshan Pharmacy in person. They had in-depth exchanges with medical insurance staff and representatives of designated medical and pharmaceutical institutions, and extensively solicited opinions and suggestions. They spoke highly of Zhongshan’s initiative of the “pre-hospitalization center linked bed” model, which innovates process reengineering, shortens the length of hospital stay for patients undergoing elective surgery, and reduces the burden on patients.
Fan Weidong pointed out that with the continuous deepening of medical insurance reform, the concepts, mechanisms, and management methods of agreement management are constantly facing new requirements for reform and innovation. Medical insurance handling departments at all levels need to continuously strengthen agreement management, improve agreement management methods and means, establish a dynamic adjustment mechanism, and provide support for reform in keeping with the times to better serve the overall situation of medical insurance reform.
Fan Weidong required that medical insurance agreement management should find out the “base number” of medical and pharmaceutical institutions, strictly implement access standards, strengthen the normalized performance inspection mechanism, strictly handle breaches of agreement, and consolidate the responsibility for disposal. It is necessary to continuously expand and deepen the connotation of agreement management, attach equal importance to advance payment and punishment, and combine incentives and constraints. The management object should be transformed from “individual” to “overall”, the handling method should be shifted from mainly economic penalties to linking with “reputation” and “credit”, and the inspection method should be changed from passive inspection to self-evidence. We should promote the digitization of agreement management elements, digitization of handling, and intelligent supervision, break the deadlock through informatization, and solve the dilemma of insufficient personnel, wide coverage, and long lines. We should take agreement management as the starting point, promote the rational and efficient use of funds, effectively improve the level of medical insurance handling management and services, and let the people enjoy higher-quality and higher-level medical insurance services.
