Shenzhen to Launch 100 New Pilot Projects for Near-Zero Carbon Emission Zones During the 15th Five-Year Plan Period

Shenzhen released a new plan to build 100 near-zero carbon emission zone pilots by 2030 in seven categories, with financial support and climate investment incubation for eligible projects.

Recently, the Implementation Plan for Shenzhen to Deepen the Construction of Near-Zero Carbon Emission Zone Pilots has been issued. The Plan proposes that by 2030, Shenzhen will launch an additional 100 pilot projects for near-zero carbon emission zones.

The Plan states that parks, enterprises and villages with strong emission reduction momentum or a sound low-carbon foundation will be selected to develop high-standard exemplary models in an innovative manner. For regions, parks, communities, campuses, buildings and enterprises with considerable emission reduction potential or a basic low-carbon foundation, the construction of near-zero carbon emission zone pilots will be advanced in an orderly manner to form a basic implementation paradigm. Experience that is replicable and scalable will be refined, so as to drive the development of the near-zero carbon model across various sectors and at different levels through pilot demonstrations, and accelerate the radiation of demonstration-led effects to the whole city.

The Plan sets forth the following objectives: during the 15th Five-Year Plan period, the construction of near-zero carbon emission zone pilots will be advanced in batches and by category, with a dynamic tracking and evaluation mechanism for implementation effects improved. By 2030, 100 new pilot projects for near-zero carbon emission zones will be established; experience from the pilot construction will be summarized, promoted and disseminated; a number of market-oriented construction entities will be fostered; demonstration-led effects will be achieved; and a sound supporting system of technical standards, policies and services will be put in place.

During the 15th Five-Year Plan period, Shenzhen will focus on developing seven categories of pilot projects, namely: near-zero carbon emission regional pilots, park pilots, community pilots, campus pilots, building pilots, enterprise pilots and rural pilots.

Shenzhen will fully leverage various existing funding policies to actively support the construction of near-zero carbon emission zone pilots, provide rewards or subsidies for eligible pilot projects, and encourage the financial departments of all districts (including new districts and cooperation zones) to offer support for such pilots. All pilot projects for near-zero carbon emission zones will be automatically included in the National (Shenzhen) Climate Investment and Financing Project Incubation Repository.
