Enhance Safety Awareness and Guard Against Maritime Risks — Bao’an Administration of Shenzhen Municipal Bureau of Planning and Natural Resources Launches Community-based Publicity Campaign on Fishery Production Safety

Shenzhen Bao’an launched a fishery safety publicity campaign in the community, with safety knowledge display, brochures distribution and hands-on training, aiming to strengthen fishermen’s safety awareness and guard against maritime risks.

To thoroughly implement the spirit of important instructions on production safety issued by Shenzhen City of Guangdong Province, firmly uphold the awareness of the safety bottom line, and effectively safeguard the lives and property of fishermen, Bao’an Administration of Shenzhen Municipal Bureau of Planning and Natural Resources recently joined hands with Shajing Sub-district Office of Bao’an District, Shenzhen to organize a community-based publicity campaign on fishery production safety at Hao’er Post Station Park of Haoxiang Community.

This publicity campaign is a further outreach education activity targeting grassroots communities and the general public, following the training session on the promotion and implementation of fishery production safety in Bao’an District in 2025. A wealth of publicity content was set up in Haoxiang Community where fishing vessels are concentrated. Through various forms including displaying thematic exhibition boards and videos on the “Six 100%” requirements for fishery production, maritime emergency self-rescue knowledge and standardized operation norms, distributing safety publicity brochures such as Safety Responsibility Checklist for Shipowners and Captains of Fishing VesselsWarning Cases of Maritime Safety Accidents of Fishing Vessels and Criteria for Identifying Major Hidden Accidents of Fishing Vessels, as well as providing on-site Q&A services, the campaign attracted a large number of fishery practitioners and residents to stop and learn with inquiries. It also delivered a systematic publicity of laws, regulations and safety knowledge on the production safety of marine fishing vessels to the broad masses of fishery practitioners and residents.

In addition, this community-based publicity campaign on fishery production safety incorporated a hands-on interactive training session, bringing practical operation items to the site, such as the correct use of fire extinguishers, standardized wearing of life jackets and accurate throwing of life buoys. Under the guidance of the staff, many fishery practitioners and residents experienced the operations in person, turning safety knowledge from paper to practice.

To enhance safety awareness is to guard against maritime risks. This publicity campaign is another concrete measure to strengthen the safety protection network for the fishery sector. It aims to sound the safety alarm further, guide the broad fishery practitioners and residents to shift their mindset from “being required to be safe” to “I want to be safe, I know how to be safe, and I can ensure safety”. It also strives to make safety awareness deeply rooted in people’s minds, foster conscious safety habits, and ensure the effective implementation of safety measures.
