To further study and implement Xi Jinping Thought on the Rule of Law, Xi Jinping Thought on Culture, and General Secretary Xi Jinping’s important expositions on the Constitution, and to strengthen constitutional publicity and education while enhancing the awareness of the rule of law, the Dapeng Administration of Shenzhen Municipal Bureau of Planning and Natural Resources recently invited Lawyer Li Zhengmin from Guangdong Shengdian Law Firm to deliver a lecture at the 15th session of the “Planning & Natural Resources · Dapeng Lecture Hall”, focusing on constitutional knowledge.
With the theme of “Strengthening Constitutional Awareness and Carrying Forward the Spirit of the Constitution”, Lawyer Li systematically expounded on three aspects: the definition, characteristics, and fundamental principles of the Constitution. He vividly interpreted core viewpoints such as “the Constitution is the fundamental law of the country” and “the Constitution is the guarantee of citizens’ rights” in a simple and accessible manner, fully demonstrating the Constitution’s crucial status and role in national governance and social development. During the lecture, Lawyer Li paid special attention to the formulation and amendment of the Constitution. Combining with the operational realities of the Dapeng Administration of Shenzhen Municipal Bureau of Planning and Natural Resources, he conducted an in-depth interpretation of the provisions on the transferability of land-use rights in accordance with the law as set out in the 1988 Constitutional Amendments, as well as the great significance of improving the land expropriation and requisition system in the 2004 Constitutional Amendments. He emphasized the core essence of these constitutional amendments, clarified the importance and necessity of amending the Constitution, and provided all staff with profound ideological guidance and practical references.
This thematic lecture has enabled all staff of the Dapeng Administration of Shenzhen Municipal Bureau of Planning and Natural Resources to gain a deeper understanding of the Constitution of the People’s Republic of China and its amendments. Their constitutional awareness and capacity for rule-of-law thinking have been significantly enhanced, and they have grasped the essence of the Constitution more comprehensively and accurately. On the basis of this in-depth learning, all staff will closely integrate constitutional knowledge with their job responsibilities, effectively integrate the spirit of the Constitution into daily operations, improve their ability to perform administrative duties in accordance with the law and serve the public, so as to contribute more to advancing the building of a law-based government and promoting high-quality development of natural resources management.
