To comprehensively strengthen the environmental management of construction works and push the pollution prevention and control level of construction sites in the new district to a new stage, on December 16, 2025, the Dapeng Administration of Shenzhen Ecological Environment Bureau (hereinafter referred to as “Dapeng Administration Bureau”) organized a 2025 Training Session on Prevention and Control of Dust, Noise and Light Pollution at Construction Sites in Dapeng New District. The meeting was held in a combination of offline and online formats. Relevant responsible persons of construction units and construction companies of the ongoing construction projects in the new district attended the meeting on site, while relevant responsible persons of supervision units participated synchronously online.
This training focused on the key links of pollution prevention and control at current construction sites, and systematically carried out guidance on policies, regulations as well as technical specifications. The meeting conducted an in-depth analysis of the relevant laws and regulations on the prevention and control of dust, noise and light pollution, and further consolidated the primary responsibilities of all participating construction parties. The training arranged two key tasks: first, take proactive steps to implement the new noise monitoring regulations, issue a special notice on site, and urge all units to accelerate the installation and networking of equipment that meets the new national standards; second, systematically incorporate the requirements for light pollution prevention and control, clarify the red line that construction lighting shall not directly irradiate residential buildings, and provide guidance on specific prevention and control measures.
The meeting emphasized three points: First, deepen understanding and fully learn and master the new requirements. All participating units must immediately organize internal communication and learning to ensure that personnel at all levels of the project accurately understand the legal provisions and technical key points of light pollution prevention and control, especially the specifications on lamp selection, installation angle and shielding measures, and truly internalize the new standards and requirements into the conscious actions of daily management. Second, take prompt actions and accelerate rectification and upgrading. All construction companies must immediately conduct a comprehensive self-inspection, sort out the shortcomings in noise and light pollution prevention and control in accordance with the new regulations. Formulate a timetable, speed up the procurement, installation and commissioning of automatic noise monitoring equipment, and simultaneously carry out the compliance transformation of lighting facilities to ensure that all measures are rectified in place on schedule. Third, actively conduct docking and take the initiative to seek guidance and support. In the process of equipment selection, installation specifications, data networking and technical upgrading, if any difficulties and problems are encountered, they should be promptly communicated and reported to the Dapeng Administration Bureau. The Dapeng Administration Bureau will provide policy interpretation and technical guidance, assist enterprises in solving practical difficulties, and jointly ensure the smooth implementation of the new regulations.
Through policy publicity, case explanation and experience sharing, this training provided strong guidance for improving the refined management level of construction sites. Next, starting from this training, the Dapeng Administration Bureau will continue to strengthen the tracking and service of the implementation of the new regulations, and promote the comprehensive upgrading of the pollution prevention and control system of construction sites in the new district through a combination of special guidance, technical assistance and strict supervision, so as to jointly maintain and improve the excellent ecological environment quality of the new district.
