Shenzhen Launches Its First Government Service Hall Powered by HarmonyOS

On 22 December, Shenzhen’s Luohu District launched the city’s first HarmonyOS-enabled government service hall, rolling out smart services to cut queuing time sharply and streamline official procedures with high efficiency.

On December 22nd, the city’s first government service hall equipped with HarmonyOS was officially put into operation in Luohu District. With the implementation of smart services including contactless nearby ticket collection, AI instant response, and intelligent automatic form filling, individual citizens and enterprises no longer need to queue up for service tickets or complete cumbersome form submissions, and are now able to experience an efficiency revolution in smooth government service processing.

Featuring the hallmark of “near-field detection and instant response”, a host of intelligent service scenarios are readily visible as reporters stepped into the second floor of Luohu District Government Service Center on the launch day. When people enter the vicinity of the service center, the HarmonyOS activates the government affairs Meta-Service directly on their mobile phones through its near-field detection function, completes appointment and ticket collection in an instant, and synchronizes the ticket information to the HarmonyOS calling screens in the hall in real time. This achieves a seamless connection from entering the service area to joining the waiting queue. According to estimates, this innovative measure has cut the average queuing time for service applicants by 80% — and all of this is available without the need to pre-download any applications, as long as users hold a HarmonyOS-enabled mobile phone.

Upon entering the hall, citizens are greeted by an AI digital human serving as an intelligent front desk, which can accurately understand and immediately respond to high-frequency consulting questions such as enterprise registration and social insurance processing. This has reduced the average waiting time for such inquiries, which used to take more than 10 minutes, to an instant AI response.

In the self-service zone, when citizens apply for services such as enterprise registration changes, the system automatically populates the applicant’s existing information fields. Leveraging NearLink technology, the system enables ultra-fast and contactless transmission of document data between mobile phones and government service terminals. Combined with the AI-assisted form filling function, the system can intelligently judge and populate form content, allowing over 95% of the declaration fields to be auto-generated.

HarmonyOS has also brought a marked improvement in work efficiency for counter staff at the hall. Government service devices of different brands and types are now interconnected and integrated into a HarmonyOS Super Device. Instead of frequently switching between multiple independent systems and devices and repeating operations, staff members can seamlessly complete the entire process of service handling — including information retrieval, document verification, printing and document issuance — all through a single collaborative interface.
