On the afternoon of January 9, 2026, the Shenzhen Forest Fire Prevention and Extinguishing Office (hereinafter referred to as the Office) organized a special training session on interpreting and popularizing the Regulations on Forest and Grassland Fire Prevention and Extinguishing (hereinafter referred to as the Regulations) for member units of the municipal Forest Fire Prevention and Extinguishing Command.
Comrade Liu Jianjun, Member of the Party Committee and Deputy Director of the Municipal Emergency Management Bureau, attended the training. Responsible comrades in charge of relevant businesses of all member units of the municipal Command participated in the training at the main venue. A total of more than 800 people, including leading comrades in charge of district Emergency Management Bureaus, heads of relevant business departments, responsible comrades in charge of relevant businesses of all member units of district Commands, as well as municipal and district emergency response teams, took part in the training at branch venues.
At the training session, Comrade Yu Yongkang, Second-Class Senior Police Supervisor of the Municipal Public Security Bureau, introduced and conducted an in-depth analysis of typical forest fire cases, which served as a sobering reminder. Professor Wu Zepeng, Chief Expert and Professor-level Senior Engineer of the Guangdong Academy of Forestry Sciences and Doctoral Practical Supervisor of the University of Science and Technology of China, made a precise article-by-article interpretation of the Regulations, providing a legal basis for forest fire prevention and extinguishing work.
Relevant responsible comrades from the Emergency Command and Preplan Management Section of the Municipal Emergency Management Bureau conveyed the spirit of the video dispatching meeting held by the Provincial Emergency Management Department. Finally, Comrade Liu Jianjun put forward three requirements:
- Recognize risks and fulfill responsibilities earnestlyIn recent years, forest fire prevention and extinguishing work has received increasing attention from higher authorities. It is imperative to deeply understand the forest fire risks in respective jurisdictions and departments, comprehensively sort out and earnestly perform their own duties in accordance with the Regulations.
- Strengthen coordination and joint efforts to build a solid defense lineIt is necessary to enhance overall planning and coordination, pool efforts from all parties, clarify respective task divisions in accordance with the Regulations, implement the work in place according to the task divisions, and jointly build a solid defense line for forest fire prevention and extinguishing.
- Optimize organizational structure and improve preplansIt is required to standardize the operation order of on-site command headquarters, strengthen preplan drills and coordination, improve the multi-department coordination and joint response mechanism, and promote the refinement and practical implementation of preplans.
