The “Shenzhen-Hong Kong Express Auto Clearance Scheme” was officially launched at the Qianhai Comprehensive Bonded Zone in Shenzhen on the 22nd. On the same day, trucks loaded with domestically-manufactured new energy vehicles departed from Shenzhen and headed for Hong Kong via the Shenzhen Bay Port.
It is understood that under the “Shenzhen-Hong Kong Express Auto Clearance Scheme”, for domestically-produced new energy vehicles for export that meet regulatory requirements, enterprises may submit applications to the Hong Kong Customs and relevant government departments for pre-inspection of vehicle imports and approval of vehicle qualifications before the vehicles arrive at Shenzhen’s special regulatory zones and actually leave the territory. After the Hong Kong side completes the pre-inspection procedures, the vehicles will go through formal customs declaration for export. Upon arriving in Hong Kong by road transportation, they can quickly complete registration procedures for use by Hong Kong residents. This model will effectively reduce enterprises’ operational costs and enable Hong Kong residents to access domestically-made new energy vehicles more quickly.
To facilitate the smooth implementation of the project, customs authorities of Shenzhen and Hong Kong have collaborated closely, established a regular communication mechanism, jointly clarified business processes, shared information on new energy vehicles, and conducted advance document review, thus resolving bottlenecks in cross-border formalities.
Ouyang Xiaocheng, Sales Director of the Asia-Pacific Auto Sales Division at BYD Auto Industry Co., Ltd., stated: “By moving the storage and pre-inspection processes forward to the Qianhai Comprehensive Bonded Zone, we have effectively addressed the issues of tight space resources and high operational costs in Hong Kong. Upon arrival in Hong Kong, vehicles can complete registration quickly, significantly reducing the time spent in Hong Kong and warehousing costs compared with the traditional model.”
It is reported that after the implementation of the “Shenzhen-Hong Kong Express Auto Clearance Scheme”, it is expected to help enterprises cut their total annual expenditures by tens of millions of yuan.
