Meng Fanli Delivers Speech; Qin Weizhong Presides; Dai Yunlong and Lin Jie Attend
On December 26, the Shenzhen Municipal Party Committee held a mobilization and deployment meeting on rectifying issues in the inspection feedback. The meeting earnestly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches delivered while listening to the report on the inspections of provinces (autonomous regions and municipalities directly under the Central Government) conducted during the 20th Central Inspection and when the Political Bureau of the Central Committee reviewed the comprehensive inspection report, as well as his series of important speeches and instructions on Guangdong and Shenzhen. It fully implemented the feedback from the joint inspection conducted by the 8th Central Inspection Group and the 2nd Guangdong Provincial Party Committee Inspection Group, and the requirements set at the Guangdong Provincial Party Committee’s mobilization and deployment meeting on rectifying issues in the central inspection feedback, further formulating plans for the city’s inspection rectification work. Meng Fanli, Secretary of the Shenzhen Municipal Party Committee, attended and addressed the meeting; Qin Weizhong, Deputy Secretary of the Municipal Party Committee and Mayor of Shenzhen, presided over the meeting; Dai Yunlong, Secretary of the Party Leadership Group and Director of the Standing Committee of the Shenzhen Municipal People’s Congress, and Lin Jie, Secretary of the Party Leadership Group and Chairman of the Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC), were also present.
Meng Fanli pointed out that since the 18th National Congress of the Communist Party of China (CPC), General Secretary Xi Jinping has put forward a series of new ideas, perspectives, and judgments on inspection work, pointing out the direction and providing fundamental guidelines for advancing inspection rectification. We must comprehensively, systematically, and thoroughly study and implement General Secretary Xi Jinping’s important expositions on inspection work, especially the spirit of his important instructions on inspection rectification. From a political, overall, and strategic height, we should take inspection rectification as a concrete action to firmly uphold the Two Affirmations and resolutely implement the Two Upholds, a powerful means to strengthen the Party’s overall leadership and Party building, and a crucial opportunity to improve systems, enhance management, promote reform, and ensure effective implementation. We need to integrate inspection rectification with the implementation of General Secretary Xi Jinping’s series of important speeches and instructions on Guangdong and Shenzhen, and combine it with studying and implementing the spirit of the 4th Plenary Session of the 20th CPC Central Committee and formulating plans for economic and social development during the 15th Five-Year Plan period. This will effectively strengthen our ideological, political, and operational initiative in advancing inspection rectification, continuously improve our political judgment, political comprehension, and political execution, and deliver an excellent performance to General Secretary Xi Jinping, the CPC Central Committee, and the Guangdong Provincial Party Committee through tangible results of rectification.
Meng Fanli emphasized that we must tackle inspection rectification with the firmest attitude, most effective measures, and strictest requirements, adhering to a problem-oriented, goal-oriented, and result-oriented approach. We should further identify gaps and weaknesses, take solid and decisive actions to rectify problems in accordance with the inspection groups’ requirements, and ensure that all tasks are fully rectified with substantial outcomes. We must keep in mind the mission and tasks of building a special economic zone in the new era and a pilot demonstration area of socialism with Chinese characteristics on the new journey. Following the requirements of taking the lead and being pioneers, we will accelerate various work initiatives, unswervingly further deepen comprehensive reforms and expand high-standard opening-up, speed up the development of a world-influential industrial science and technology innovation center, and establish a modern industrial system with Shenzhen’s characteristics and advantages and stronger international competitiveness. We will accelerate the development of a livable and high-quality living circle to drive high-quality development. We should better leverage Shenzhen’s role as a central city and core engine of the Guangdong-Hong Kong-Macao Greater Bay Area, continuously deepen closer and pragmatic cooperation with Hong Kong and Macao, promote the high-quality development of major platforms such as Qianhai and Hetao, accelerate the construction of the Shenzhen Metropolitan Area, and make new and greater contributions to building a world-class bay area and urban cluster full of vitality and international competitiveness. We need to better balance development and security, effectively prevent and mitigate risks in key areas, advance the modernization of the social governance system and governance capacity, ensure the new development pattern with a new security framework, and safeguard high-quality development with high-level security. We must persistently promote comprehensive and strict Party self-governance, strengthen the main responsibility and oversight responsibility for comprehensive and strict Party self-governance, further advance the development of a sound work style and a clean government and the fight against corruption, consolidate and expand the achievements of education and learning on thoroughly implementing the central eight-point regulation, maintain a strict tone, rigorous measures, and a disciplined atmosphere over the long term, and foster a sound political ecosystem. We will take effective measures to develop a contingent of competent cadres and professionals and strengthen primary-level Party organizations to better meet the needs of high-quality development, enhance the political and organizational functions of primary-level Party organizations, encourage and guide cadres to take on responsibilities, and build a contingent of Party members and cadres with strong Party spirit, broad vision, innovative capabilities, and a commitment to solid work. Efforts should be made to strengthen overall coordination, integrate the rectification of problems identified in this and previous inspections, audits, and other supervision and inspections, rectify each issue with concrete actions, strengthen supervision and inspection to track progress and effectiveness, and ensure that rectification work achieves tangible results. We should adopt a comprehensive approach that addresses both symptoms and root causes, further apply the achievements of rectification, learn from past mistakes to avoid future ones, comprehensively sort out and rectify problems, improve institutional mechanisms in all aspects, and coordinate inspection rectification with reform, development, and stability. We will link rectification efforts with promoting various tasks at the end of the year and the beginning of the new year and formulating plans for next year’s work. Taking inspection rectification as an opportunity, we will drive new advantages and breakthroughs in all aspects of Shenzhen’s work, and strive to take the lead and be pioneers in advancing the great practice of Chinese-style modernization.
Meng Fanli stressed that effectively rectifying the issues raised in the inspection feedback is a key political task for the city at present. All levels, departments, and units in Shenzhen must strengthen organizational leadership, ensure the effective implementation of work, make careful and comprehensive arrangements, promote rectification in a classified manner, clarify and enforce responsibilities, pool efforts across the city for inspection rectification, and ensure tangible results in the follow-up work after the inspection.
Present at the meeting were leading comrades of the Shenzhen Municipal Party Committee, the Standing Committee of the Municipal People’s Congress, the Municipal People’s Government, and the Municipal Committee of the CPPCC; responsible persons of the Shenzhen Intermediate People’s Court and the Shenzhen People’s Procuratorate; and principal responsible persons of all districts, departments, and units in the city.
